“All-out efforts to respond to flood damage and restore flooded areas.”

  □ Aug 10, 2020 (Mon.) □ Venue: Conference Room of the Chairman at the Main Building■ Lee Hae-chan, Chairman of the DPK   A long raining season continues. A long spell of heavy rains has so far produced more than 40 casualties including deaths and missing. Flood damage caused by severe heavy rainfall has continued to spread throughout the country, with landslide warnings issued in a total of 81 cities, counties, and districts. It was reported that more than 7,000 people were displaced from torrential rains. I pray for the souls of the departed and for the safe return of those missing people. The government and the ruling DPK will hold a consultation conference as soon as possible to discuss all the matters that the government and the ruling party can do to help flood-affected areas recover, including expending reserve fund and allocating extra budget.

  In particular, the southern part of the country was hit most heavily. It is time to make the utmost efforts to make an effective, swift response to flood damage and help damaged areas recover. The ruling DPK has put off delegate conventions for Gwangju, Jeonnam and Jeonbuk that were scheduled to be held over the weekend and is now engaging in flood response activities. The DPK is also considering rescheduling the municipal and provincial conventions of the remaining areas in order not to hamper the on-going flood restoration efforts. I am kindly asking the administrative authorities, being on emergency duty, to fully mobilize every resource available to effectively respond to challenging situations caused by flood as well as to carry out restoration work. All Koreans are encouraged to listen to weather forecast and make sure personal safety. Camping must be avoided in mountains and valleys for a while and the authorities should prepare for possible landslides in areas with weak soil layers.

Houses and properties of businesses have been flooded and carefully grown farm produce such as ginseng is also destroyed. Particularly, livestock seem to sustain great damage, too. The ruling DPK will make our best efforts to complete a consultation with the government at the earliest possible date in order to provide all support needed to carry out effective and swift damage restoration and compensation efforts.

“총력을 다해 수해 대응과 복구에 전념”

  긴 장마가 계속되고 있다. 그리고 계속되는 폭우로 지금까지 40명이 넘게 사망·실종되고 전국 81개 시·군·구에 산사태 경보가 발령되는 등 피해가 계속 확대되고 있다. 이재민도 7,000명을 이미 넘어 섰다고 보도되고 있다. 사망자분들의 명복을 빌고 실종자들의 무사 귀환을 기원한다. 당과 정부는 가능한 빠른 시일 내에 고위당정협의회를 거쳐서 피해복구를 위해서 당정이 할 수 있는 예비비 지출이나 추경편성 등 필요한 제반 사항에 관해서 긴급하게 고위 당정협의를 갖도록 하겠다.

  특히 남부 지역의 피해가 굉장히 크다. 총력을 다해서 수해 대응과 복구에 전념해야 할 때다. 우리당도 주말 광주와 전남, 전북 대의원대회를 모두 연기하고 수해 대응에 나서고 있다. 나머지 지역의 시도당대회도 수해복구에 지장이 되지 않도록 일정을 조정하도록 하겠다. 행정당국도 폭우 대응은 물론이고 피해복구까지 비상근무를 유지하면서 가용 자원을 총동원해서 철저히 대비해 주시기 바란다. 국민께서는 기상예보에 귀 기울이시며 안전에 유의해 주시기 바란다. 당분간 산간과 계곡에서의 야영은 자제하시고 지반이 약한 곳은 만일의 산사태에 대비해 주시기를 부탁드린다.

  집과 영업장이 침수되고 애써 기른 인삼 등 농작물도 피해가 크다. 특히 폭우로 인해서 가축들의 피해도 매우 큰 것 같다. 신속한 복구와 피해에 최선을 다해 지원하고 보상하도록 당정 간의 협의를 긴급하게 마치도록 하겠다.
