 □ Aug 5, 2020 (Wed.) □ Venue: Conference Room of the Chairman at the Main Building■ Lee Hae-chan, Chairman of the DPK   Yesterday, the Act on the Report on the Real Estate Transaction, the Act on the Comprehensive Real Estate Holding Tax, Corporate Tax Act, and Income Tax Act were passed through the National Assembly at its plenary session. The government also unveiled measures to supply homes to Seoul and its neighboring areas as part of its all-out efforts to stabilize the heated housing market. We must end the practice of earning financial gains by owning multiple homes. The DPK will make sure that profits gained from multi home ownership for speculative purposes should be retrieved by imposing the equivalent amount of taxes on multi home owners. The ruling DPK will keep a watchful eye on the housing market until houses are viewed as a place to live in not as the object of speculation. I would like to make it clear that it will be much better for multi home owners to sell houses that they own as speculative purposes as soon as possible. In addition, the government unveiled housing supply measures to ensure a soft landing of the housing market in which housing prices are excessively high. These housing supply measures for Seoul and its neighboring areas focus on providing more homes to end users not to speculators. The DPK will make the utmost efforts to increase housing supply in order to strength public benefit. Reforms of real estate taxation systems and measures to provide more homes to end users that are designed to normalize the housing market as well as measures based on the Landlord and Tenant 3 Act to promote residential stabilization for tenants need to be implemented and supplemented on a regular basis rather than being implemented as one-time measures. The ruling DPK will give a priority to bills related to the stabilization of the housing market during the 21st National Assembly.

“주택이 투기가 아닌 실거주 대상이 될 때까지”

  어제 본회의에서 부동산거래신고법, 종부세법, 법인세법, 소득세법 등이 통과되었다. 정부도 수도권 주택 공급 확대방안을 발표했다. 부동산 시장 안정을 위한 총력대응이라 하겠다. 이제 다주택 소유로 부동산 투기 소득을 올리던 시대를 끝내야 한다. 투기 목적의 다주택 소유는 그에 상응하는 세제로 모든 투기 소득이 환수되도록 하겠다. 민주당은 주택이 투기의 대상이 아닌 실거주 대상이 될 때까지 지속적으로 관리하겠다. 투기 목적의 다주택자는 하루빨리 처분하는 것이 이익이 될 거라는 것을 분명하게 말씀드린다. 아울러 과도하게 높아진 주택 가격의 연착륙을 위한 공급 대책도 어제 발표했다. 수도권 주택 공급 대책은 투기 주택 공급이 아니라 실수요자 공급에 초점을 맞춘 것이다. 앞으로도 주택의 공적 성격을 강화시키기 위한 주택 공급을 더욱 확대해 나가겠다. 부동산 세제 개혁과 실거주용 공급 정책으로 주택 시장을 정상화하고 임대차3법으로 임차인의 주거 안정을 높이는 정책은 단발로 끝날 것이 아니라 꾸준히 추진되고 보완되어야 한다. 21대 국회 내내 민주당의 가장 핵심적인 정책으로 추진하도록 하겠다.
