“Swift disaster response is of paramount importance.”

□ Aug 12, 2020 (Wed.)□ Venue: Conference Room of the Chairman at the Main Building■ Lee Hae-chan, Chairman of the DPK   Unprecedented heavy rain continues to fall across the country. Now I conclude that the current state of affairs requires disaster countermeasures rather than measures against heavy rainfall. First of all I would like to offer words of consolation to those who lost their loved ones or suffered high property damage by heavy downpours. This week when rain stops, restoration work should begin in full swing. In disaster response, speed is of the greatest importance. Last week seven most severely damaged cities and counties in the central areas of the country were designated a special disaster zone. Some eup, myeon, dong in the southern part of the country which have been hit hard by unprecedented heavy rainfall will be declared as a special disaster zone after through investigations are carried out. The authorities are encouraged to speed up the process.

  It is necessary to set aside more disaster prevention funds in case that typhoons arrive in the Korean Peninsula in August and September. Financial resources that are used to secure the safety of the people should be spent economically. The authorities need to estimate the total amount of recovery expense as soon as possible and finance recovery efforts by using available resources such as reserve funds first. In case of the lack of financial means, the allocation of a supplementary budget should be considered positively.

  전국적으로 역대급 폭우가 계속되고 있다. 현 상황은 폭우대책 수준을 넘어서 재해대책으로 다뤄야 할 상황이라고 판단이 된다. 먼저 수해로 인명피해와 재산피해를 입으신 모든 분들께 위로의 말씀을 드린다. 이번 주 비가 좀 그치면 본격적으로 복구작업에 나서야 한다. 재난대응은 신속한 것이 매우 중요하다. 지난 주 중부지방 7개 시군에 특별재난지역 선포에 이어서 남부지방도 피해가 집중된 읍·면·동을 집중조사해서 신속하게 처리해주시길 바란다.

  8월 말과 9월에 태풍이 올 수 있어서 재난대비 재원을 좀 더 확보할 필요가 있다. 국민 안전을 위한 예산을 최대한 절약해서 쓰되 그러나 아껴서는 안 된다. 이번에 복구비가 어느 정도 들어갈지 빨리 파악하셔서 예비비 등 가용재원으로 되는 부분은 신속하게 집행하고 부족한 부분은 재난 대비 추경 편성도 적극적으로 고려해주시길 바란다.
