  Yesterday a new real estate tax act was passed by the Strategy and Finance Committee of the National Assembly and the act on the report of real estate transactions, part of the Landlord and Tenant 3 Act, was passed by the Land Infrastructure and Transport Committee. Today, the housing lease protection act, which includes tenant renewal claim and rent ceiling, key components of the Landlord and Tenant 3 Act, is scheduled to be laid before the Legislation and Judiciary Committee. Speedy legislation is of paramount importance to stabilize the heated housing market. Since the contents of related bills, including the Landlord and Tenant 3 Act, have been fully discussed in the 20th National Assembly, expedited passage of those bills is more important than additional discussions. I promise that we will work hard to pass those bills through the National Assembly by the end of July, giving an image of the parliament that fulfills its duty. New housing supply measures will soon be introduced, too. The government and the ruling DPK are determined to thoroughly supervise the entire process, from planning to implementation of housing supply measures in order to provide homes to end users, not to housing speculators. Now is the best time when the ruling DPK is controlling the overwhelming majority of the Assembly to legislate bills and reform relevant institutions to stabilize the housing market.

Heavy rain is forecast to continue for tomorrow, particularly in the central parts of the country. Competent authorities are encouraged to come up with measures to prevent possible damage from heavy rain in those areas.

  어제 기재위원회에서 종부세법·법인세법·소득세법 등 부동산세법이 통과되었고 국토위에서 임대차3법 중 하나인 부동산거래신고법이 통과됐다. 오늘은 임대차3법의 핵심인 계약갱신청구권과 전월세상한제를 담은 주택임대차보호법이 법사위에 상정될 예정이다. 지금 부동산 시장 상황에서는 무엇보다도 신속한 입법이 가장 중요하다. 임대차3법 등 관련법안 내용들은 이미 20대 국회에서부터 논의되어왔기 때문에 추가 논의보다 속도가 더 중요하다. 7월 국회에서 반드시 통과시켜 일하는 국회의 진면목을 국민께 보여드려야 하겠다. 주택공급 대책도 곧 발표할 계획이다. 당정은 투기용 주택이 아닌 실수요자용 주택공급이 원활하게 되도록 입안부터 집행까지 전 과정을 철저히 관리하도록 하겠다. 민주당이 21대 국회를 온전히 책임진 지금이야말로 부동산 시장 안정을 위한 입법과 제도개혁의 최적기다.

  오늘 일기예보에 보면 폭우가 아주 많이 내릴 것이라는 예보가 있다. 특히 중부지방을 중심으로 폭우가 예상되는데 대책에 만전을 기하도록 관계당국에게 강력하게 요청해주시길 바란다.
