Last week the government unveiled stronger real estate regulations, including taxation, to stabilize the overheated and distorted housing market, thereby turning it into actual demander-oriented one, and preventing speculators from owning multi homes. The act of using houses, one of the fundamental conditions for living, as a means of speculation should be strictly regulated. The last week measures are based on the basic framework for housing policies that are designed to stabilize the market for real demanders and curb the act of owning one or more of the homes for speculative purposes. The property measures that were announced on July 10 are aimed to root out property speculation gains by imposing hefty home acquisition and ownership taxes and retrieving speculation gains in case of assigning property to another. At the same time, the government and the ruling DPK will take this opportunity to overhaul a variety of property rules that have been abused for real estate speculation

“주택투기 과열 현상에 대한 강력규제”

  지난주 금요일 정부는 과열되고 왜곡된 주택시장을 실수요자 중심으로 정상화시키고 투기 목적 다주택 보유를 억제하기 위해서 강력한 규제정책, 특히 세제관련 정책을 발표했다. 생활의 가장 기본적인 조건인 주택을 투기대상으로 삼는 행태는 강력하게 규제돼야 한다. 이번 대책은 실수요자의 주거 안정과 다주택 투기 억제라는 주택 정책의 기본 틀에서 나왔다. 7.10대책은 주택 투기의 핵심인 다주택 소유를 취득 단계에서부터 억제하고 보유 부담을 높이며 양도시 투기이익을 환수하여 다주택자의 주택 투기 이익을 근절시키는 데에 목적이 있다. 투기에 악용됐던 여러 가지 제도도 이번을 계기로 정비하도록 하겠다.
