[Excerpt from the 251st Supreme Council Meeting]

“The National Assembly should become a parliament

that works hard and gives hope.”   □ June 3, 2020 (Wed.) □ Venue: Conference Room of the Chairman at the Main Building■ Lee Hae-chan, Chairman of the DPK   On June 2nd, the ruling DPK, along with four other political parties including the Justice Party, submitted a request to the National Assembly Secretariat to convene the opening session of the 21st National Assembly. On June 5th, the Speaker and the Vice Speaker of the National Assembly are scheduled to be elected as defined by the National Assembly law. The National Assembly law, as I have repeatedly stressed, is a product of the agreement between the ruling and the opposition parties. I would like to clearly remind everyone of the fact that holding the sessions of the National Assembly in line with the law is not up for negotiations and compromise. In the coming week, we will complete the formation of the National Assembly Standing Committee, and begin the deliberation of the 3rd extra budget bill as well as a variety of bills related to improve people’s livelihoods, thereby giving the public an impression that the National Assembly functions properly and fulfils its duties. The United Future Party and the People Party did not join the submission of the request. I hope the two parties will not repeat bad practices of the 20th Assembly. Many Koreans have higher expectations of the 21st National Assembly. So I hope that the two parties will participate in the opening session of the National Assembly, showing our bipartisan determination to renew the Assembly and assuring our fellow Koreans that the lawmakers work hard to overcome the on-going national crisis.   The Korean government announced that it will reopen a complaint filed with the World Trade Organization over Japan’s tightened controls on technology exports to its companies, a process temporarily halted on November 22 last year. Back then I was shocked at the Japanese government’s such a decision. Last year when Tokyo announced without a prior notice that it would impose tighter controls over three key chemicals exported to Korea, I came to think that Korea should stand up for itself. As a result, over the last one year we heavily invested in the fields of research and development, thereby improving Korea’s capabilities to produce the key chemicals on our own. In this sense, Japan’s exports ban does not have actual effect now, but the Japanese government is unwilling to lift the ban or engage in bilateral discussions to address the issue, over which the Korean government regrets. The Korean government decided to resume the process of filing a complaint against Japan with the WTO to resolve the dispute. Since Korea and Japan, as being neighboring countries, have strong interdependence in various ways, the two countries, as a token of mutual respect, should display sincere commitment in resolving the issue and preventing a similar incident from occurring again. The government and the ruling DPK will mobilize diplomatic means and double efforts to foster the materials, parts and equipment industries in order to improve Korea’s technological self-reliance.   

“일하는 국회, 희망을 드리는 국회가 되길”

  어제 우리당은 정의당 등 네 개 정당과 함께 21대 첫 국회 소집요구서를 제출했다. 국회법에 따라 5일에는 의장단을 선출하도록 하겠다. 여러 번 강조하지만 국회법은 여야가 합의해 만든 법이다. 법에 따라 국회 문을 여는 것이 협상과 양보의 대상이 될 수 없다는 사실을 다시 한 번 분명히 말씀드린다. 다음 주에는 상임위 구성도 완료하고, 3차 추경 심사와 각종 민생법안 심의에도 착수해서 일하는 국회의 모습을 국민들에게 보이도록 하겠다. 미래통합당과 국민의당이 소집 요구에서 빠졌는데, 21대 국회 출발부터 과거의 모습을 반복해서는 안 된다. 많은 국민께서 기대 속에 21대 국회를 지켜보고 계신다. 개원 국회에 반드시 함께해서 여야가 함께 새로운 국회를 만들겠다는 의지를 보이고 국난 상황 속에 국민들께 일하는 국회의 희망을 드릴 수 있길 바란다.

  어제 우리 정부는 지난해 11월 22일 잠시 중단했던 일본 수출규제에 대한 세계무역기구(WTO) 제소 절차를 재개하겠다고 밝혔다. 이 사안이 발생했을 때 굉장히 충격을 받았다. 일본이 사전 예고 없이 굉장히 중요한 세 가지 품목에 대해서 수출규제를 하겠다고 발표했을 때 우리가 스스로 자립해야겠다는 경각심을 갖게 되는 계기가 됐다. 그래서 지난 1년 동안 굉장히 열심히 연구·개발을 해서 일본이 규제하고 있는 제품에 대해 우리가 자립 능력을 많이 갖췄다. 그렇기 때문에 일본의 규제라는 것이 사실상 실효성이 없어졌음에도 불구하고 일본이 철회하거나 다시 협의하지 않는 것에 대해서 대단히 유감스럽게 생각한다. 또 우리는 그 문제를 매듭을 지을 필요가 있어서 세계무역기구(WTO) 제소 절차를 재개하게 되었다는 것을 말씀드린다. 이웃나라이므로 서로 간의 연계성이 아주 높기 때문에 그런 일이 다시는 반복되지 않도록 우리도, 일본도 아주 각별하게 상호를 존중하는 입장에서 임해야 한다. 외교적인 노력은 물론, 소·부·장 산업 육성을 통한 자립도 제고에도 더욱 박차를 가하도록 하겠다.
