This week the juniors of high schools, seniors of middle schools, the first and second graders of elementary schools, and preschoolers are scheduled to return to school. Schools and teachers need to put stringent safety measures and prompt response systems in place in order to ensure students’ safety. Meanwhile, the authorities will mobilize every possible means to eliminate factors that could put students at the risk of being affected by the on-going health threat. Coronavirus infections will have much greater negative impacts on those who are preparing college entrance exams. To keep everyone’s precious daily life intact, we need to make mutual concessions to a degree to protect students from a possible threat.

Today the government’s fiscal strategy meeting was held, presided over by President Moon Jae-in. As governments around the globe are now maximizing their fiscal capabilities to cushion the blow as much as possible in the face of the coronavirus pandemic, Korea is not exception. Particularly, as Korea is heavily dependent on exports, our country is vulnerable to external factors. Hence, if the global economy grows at negative 3 percent, as expected earlier, the Korean economy is subject to a global economic slowdown. It is of paramount importance to stimulate domestic consumption and make GDP remain unchanged so as to keep the national debt ratio at the current level. Sound and robust national fiscal strategies are needed. As the leader of the ruling party, I will express my opinion when visiting Cheong Wa Dae that it is necessary to expand fiscal spending in a preemptive and aggressive manner to stop economic troubles from deepening and stimulate growth.

The first term of the newly elected lawmakers of the 21st National Assembly begins this Saturday. As far as I know, negotiations between the ruling party and the opposition parties are underway to review rules and regulations regarding the National Assembly. I kindly ask the floor leader group of the ruling and opposition parties to closely work together to help the 21st National Assembly become a parliamentary in which lawmakers comply with National Assembly’s rules and regulations and discuss state affairs and political issues and make compromises if necessary.

“이번주부터 등교수업 시작.. 모두가 양보하는 마음 가져야”

이번 주에 고등학교 2학년, 중학교 3학년, 초등학교1·2학년, 유치원생이 등교수업을 시작할 예정이다. 학교는 학생 안전 우선의 신속한 대응 태세를 갖추어야 하며, 당국은 학생들과 코로나가 연결되는 고리 차단을 최우선적으로 노력해야겠다. 특히 입시생들에게 코로나 감염은 정말 치명적이다. 국민 여러분, 모두 우리 모두의 소중한 일상을 지켜내기 위해서 나 자신의 일상을 조금씩 양보하는 마음으로 우리 학생들을 지켜주시길 바란다.

오늘 국가재정전략회의가 대통령 주재로 있다. 코로나 판데믹을 맞아 각국이 재정의 역할을 극대화시키고 있는데 우리도 역시 예외가 아니다. 특히 우리는 수출의존도가 높은 나라라서 세계 경제 전망대로 –3%까지 내려가면 우리 수출은 그에 따라서 자연히 제약을 받게 되는 취약한 경제를 가지고 있다. 내수를 진작시키는 일이 매우 중요하며, GDP의 총량이 줄어들지 않아야 국가채무비율도 유지가 될 수 있다. 국가재정전략을 잘 세워야 한다. 저도 오늘 청와대에 가서 우리 경제를 입체적이고 역동적으로 생각하자는 제안 말씀을 드리겠다.

이번 주 토요일이 21대 국회의원 임기 시작일이다. 여야 간에 협상이 진행되고 있는 것으로 알고 있다. 국회 규정은 규정대로 따르고, 또 정무적으로나 정치적으로 협상할 것은 협상하는 21대 국회가 되도록 원내대표단에서 협상과 국회 규정을 종합적으로 잘 판단해주시길 다시 한 번 말씀드린다.
