“Prosecution Reforms Requires the Structural Correctness First.”

Now there comes a hard-to-come-by opportunity to reform the prosecution. Yesterday, however, the main opposition party Liberty Korea Party began to oppose the establishment of a Senior Civil Servant Crime Investigation Unit on the grounds that its creation is a scheme for the administration to prolong its seizure of power, which is an unfounded claim. The Senior Civil Servant Crime Investigation Unit is an agency that is designed to investigate crimes involving senior government officials. Therefore, the LKP’s opposition of its creation indicates that they will protect those lawmakers who commit irregularities. It is important to separate the rights of prosecution and investigation. However, it is of greater importance to correct a wrong structure that protects corrupt high-ranking government officials including prosecutors.

The Justice Ministry and the Prosecution need to push forward with the prosecution forms and investigation reforms that respect human rights. The Prosecutors’ Office should come up with plans that will irradiate longstanding practices of prosecutors’ indiscreet warrant requests, excessive summons of suspects and testifiers, and coercive investigations, and punish prosecutors who commit wrongdoings.

In addition, the prosecution needs to put an end to the ongoing investigation against the retired Justice Minister Cho Kuk’s family, which began nearly two months ago.

I would like to extend my deepest gratitude to my fellow Koreans for giving this great opportunity to carry out prosecution reforms. As the ruling party of South Korea, the DPK will make the utmost efforts to help the reform bill to pass in the National Assembly and complete the much-anticipated prosecution reforms.

 “『검찰개혁』...구조적문제부터 바로잡아야”

이제 다시 오기 힘든 검찰개혁의 기회가 됐다. 그런데 자유한국당은 어제부터 ‘공수처 법안은 절대로 안 된다’, 장기집권으로 가기 위한 전략이다’ 이런 터무니없는 주장을 하고 있다. 공수처법은 고위공직자의 비리에 관한 수사를 하는 기관을 말하는 것인데, 자유한국당은 고위공직자 비리를 끝까지 보호하겠다는 뜻이다. 수사권의 분리도 중요하지만 검찰 등 고위공직자의 비리를 감싸는 잘못된 구조를 바로잡는 것이 매우 중요하다.

법무부와 검찰은 ‘검찰개혁안’과 국민이 체감할 수 있는 인권을 존중하는 수사개혁안을 빠르게 성안해 바로 실행해야 한다. 무분별한 영장청구, 피의자와 참고인의 과도한 소환, 위압적 수사 등 검찰의 반인권적 수사관행을 바로 척결하고 이를 지키지 않는 검사는 퇴출하는 방안까지 만들어내야 한다.

아울러 두 달 가까이 끌고 있는 조국 전 장관 일가에 대한 수사도 결론을 내야한다.

검찰개혁을 위한 전기를 마련해 주신 국민들께 감사와 위로의 말씀드리며 민주당은 검찰개혁 법안을 기필코 통과시키고 나아가 검찰이 완전히 거듭날 때까지 결코 멈추지 않겠다.
