December 17, 2018. Excerpt from Opening Statement of the Party’s Supreme Council Meeting

“Party-Government-Blue House will do its best to protect people’s livelihood and safety”

  Finally, we should focus on legislation of public welfare. Especially, I will do my best to pass the three laws of kindergarten to prevent the concerns of parents expected next spring. In addition, I will do my best to ensure that the bill on expenditure linked to the budget execution next year such as the basic pension law and the child allowance law will be managed. The taxi industry and the carpool business plan will be discussed this week by examining the party’s task force to examine the abolition of daily earnings of taxi drivers and the introduction of the full monthly salary system.  Sad things are continuing. There are various kinds of unfortunate accidents due to the outsourcing of risk. Outsourcing of risk has become a problem that can no longer be neglected. Now, our party is going to have to cope with the regretful death of the late Kim Yong-gyun. We will begin to investigate the truth, and we will be able to identify the facts and prepare measures to prevent punishment and recurrence. This week, I will look for improvement plans for all the public institutions by consulting with the ruling party under the supervision of the livelihood conference. The government submitted an amendment to the Industrial Safety and Health Act to the National Assembly, and the delegation of the headquarters would like to do its best so that the bill can be handled during the provisionary assembly.   This week, lawmakers are continuing a tour of the policy where they are visiting the site. Last week, I visited the Mangwon market and held a meeting with small business owners and self-employed people. I also talked about housing for young and newlyweds at Gangil Happy House. This week, we will visit Gumi Industrial Complex, an innovation growth site, and visit the SNU Children's Hospital, New Town, the border area, and the Pohang earthquake damage site to hear their voices. Then, we will hold a council workshop and share the results together. We will discuss legislative and policy issues through consultation with the ruling party and the government. The Party, the government and the Blue House will do their best to protect public safety, economic vitality and national security.     

 "당정청, 혼연일체로 민생·안전 지키는 데 최선 다할 것"     □  이해찬 당대표    민생입법에 마지막으로 주력해야 한다 . 특히 내년 봄에 예상되는 학부모들의 걱정을 방지하기 위해 유치원 3 법이 꼭 통과될 수 있도록 최선을 다하도록 하겠다 . 또한 기초연금법 , 아동수당법 등 내년 예산 집행에 필요한 세출연계법안과 민생경제법안들이 꼭 처리될 수 있도록 최선을 다하겠다 . 택시업계와 카풀상생 방안은 사납금 폐지와 완전 월급제 도입을 당 TF 에서 잘 살펴서 당정협의를 이번 주에 하도록 하겠다 . 안타까운 일이 계속되고 있다 . 위험의 외주화로 인해 여러 가지 안타까운 사고가 발생하고 있다 . 위험의 외주화는 더 이상 방치할 수 없는 문제가 됐다 . 故 김용균 씨의 안타까운 죽음에 대해 이제 우리 당이 나서서 적극 대처해야 될 것 같다 . 정확한 진상조사를 시작해서 사실관계를 파악하고 책임자 처벌과 재발방지 대책이 마련될 수 있도록 하겠다 . 이번 주에 민생연석회의 주관으로 당정협의를 갖고 공공기관 전체를 대상으로 개선방안을 찾도록 하겠다 . 정부가 산업안전보건법 개정안을 국회에 제출했는데 원내대표단에서는 이번 임시회 중에 법안이 처리될 수 있도록 최선을 다해주시길 바란다 . 이번 주도 의원들님이 현장을 찾는 청책투어를 이어가고 있다 . 지난주에는 망원시장을 방문해 소상공인 ·자영업자와 간담회를 진행했고 , 저도 강일 행복주택에서 청년 ·신혼부부 주거에 관해서 대화를 나눴다 . 이번 주에는 혁신성장 현장인 구미산단을 방문하고 서울대 어린이병원과 내포신도시 , 접경지역 , 포항지진 피해 현장을 방문해 목소리를 들을 예정이다 . 그리고 나서 의원워크숍을 열어서 그 결과를 함께 공유하고 당정협의를 통해 입법과제와 정책과제를 검토해 당정 간 협의를 하도록 하겠다 . 당 ·정 ·청은 혼연일체가 돼서 민생안전과 경제활력 , 국민안전을 지키는 일에 최선을 다하겠다 .
