December 10, 2018. Excerpt from Opening Statement of the Party’s Supreme Council Meeting

“The Three Laws of Kindergarten, provisional parliament will open to pass the resolution”

 □ Party Chairperson Lee Hae-Chan   Next year's budget bill to the National Assembly has been passed in difficult manner. The original bill was 470.5 trillion won, but the budget passed was 469.6 trillion won. There are many important issues, and I urge the government to ensure that the budget is implemented efficiently early and efficiently.  Yoon Chang-ho law to block drunk driving, the Road Traffic Act, the Local Tax Act to increase local consumption tax by 15%, and the Basic Law on the Prevention of Women's Violence were passed along together. In the future, it is important to pay special attention to the fact that the traffic culture, which is the driving force behind drunk driving, be blocked in special manner. Unfortunately, the three laws of kindergarten were not passed. The opposition of private kindergartens and Liberty Korea Party, however, revealed its position toward the punishment for the use of parental contributions for purposes other than education. Even the compromise was made to defeat the punishment rule for two years and Liberty Korea Party denied it. Once again, we will make this special provision so that we can pass the three laws of kindergarten by all means, and we will do our utmost to ensure that the laws can be passed, not just educational committee.    

According to the Bank of Korea, per capita income is expected to be $ 31,243 this year. It is a result of participating government, the result of 12 years in 2006, reaching more than 20 thousand dollars in 2016. It is seen that $30,000 has actually entered the ranks of developed countries, and social dialogue, compromise, mutual respect and consensus are now entering a very important phase. It is not easy to raise wages more than $ 30,000. Therefore, it is important to have dialogue through good communication with social safety net.

 "유치원 3법, 임시국회 열어 통과시킬 것"

 □ 이해찬 당대표  어렵사리 내년도 예산안이 국회에 통과됐다 . 원안이 470 조 5000 억 원이었는데 통과된 예산은 469 조 6000 억원이다 . 여러 중요한 사안들이 많이 있는데 , 예산이 조기에 효율적으로 잘 집행되도록 정부 측에 촉구하겠다 . 음주운전을 사실상 차단하는 윤창호법 , 도로교통법 , 지방소비세를 15% 늘리는 지방세법 , 여성폭력방지기본법 등이 같이 통과가 됐다 . 앞으로 다시는 음주운전을 함부로 하는 교통문화가 차단될 수 있게 각별히 유념해야 한다 . 아쉬운 것은 유치원 3 법이 통과되지 못했다 . 사립유치원과 자유한국당의 반대로 무산됐는데 , 학부모 분담금을 교육 외의 목적으로 사용할 경우 처벌하는 규정을 반대하는 자유한국당의 입장이 잘 드러났다 . 처벌규정을 2 년간 유예하자는 타협안까지 냈는데 그것조차도 자유한국당은 부정했다 . 다시 한 번 이번 임시국회를 열어서 유치원 3 법을 반드시 통과될 수 있도록 우리 당은 각별히 노력하고 , 교육위만이 아니고 , 거당적으로 유치원 3 법이 통과될 수 있도록 만전을 기하도록 하겠다 . 한국은행 발표에 의하면 올해 1 인당 국민소득이 31,243 달러로 전망된다고 한다 . 참여정부 , 2006 년 2 만 달러를 넘은지 12 년 만에 거둔 성과라고 볼 수 있다 . 3 만 달러는 선진국 대열에 사실상 진입했다 보여지는데 , 이제부터는 사회적 대화와 타협 , 상호존중 , 합의가 매우 중요한 단계에 들어간다 . 3 만 달러가 넘어가면 임금만 더 올리는 것은 쉽지가 않다 . 그렇기 때문에 소통을 통한 대화를 잘해서 사회적 안전망을 잘 갖춰 나가는 것이 중요하다 .
