  The regular session of the National Assembly is a few days ahead. Today is December 5th, and it’s seven days before the regular parliament, so it is only 2 days before, but the budget resolution is still not completed yet. The negotiations are still in progress this morning, and we have to finish it as soon as possible. It is very regrettable that the 3 opposition parties are going to link the budget bill and the revision of the election law together to go on sit-in strike. The budget bill is dealt with by the budget committee, and the electoral system is a separate issue dealt with at the Special Committee. It is not reasonable to link those two issues. There is no way of linking the election laws that deal with election rules in taking the budget bill that is directly linked to the people's life as collateral, and I have never seen it like this while I was a member of the National Assembly. This is the first time. The fact that this case is taking place is a big mistake in our congress. I must say that we should never link them together.       

"예산안과 선거법은 별개…연계는 절대 안돼"

정기 국회가 며칠 남지 않았습니다. 오늘이 12월 5일이고, 정기국회가 7일까지니까 이틀밖에 남지 않았는데 아직도 예산안 통과를 마무리 짓지 못하고 있습니다. 오늘 아침에도 원내대표 간에 협상이 진행 중인데 하루 빨리 마무리해야 합니다. 야3당이 예산안 통과와 선거법 개정안을 연계시켜서 농성을 하고 있는데 대단히 유감스럽습니다. 예산안은 예결위에서 다루고 선거제도는 정개특위에서 다루는 별개의 사안인데, 두가지 사안을 연계하는 것은 타당하지 않습니다. 국민의 삶에 직결되는 예산안을 담보로, 선거 룰을 다루는 선거법을 연계한다는 건 전혀 있을 수 없는 일이고, 제가 국회의원 하는 동안에 한 번도 이런 모습을 보지 못했습니다. 이번이 처음입니다. 이런 사례가 생긴다는 건 우리 국회에 큰 오점을 남기는 일입니다. 절대로 연계해서는 안 된다는 말씀을 드립니다.
