“If there’s a boycott to the budget review, the arguments of the Opposition Party are not reflected”    □  Party Chairperson Lee Hae-Chan  I am very sorry to see the press conference yesterday that boycotting the schedule of the two opposition parties (Liberal Korea Party, BAREUNMIRAE Party) will take place. The most important function of the National Assembly is to review and handle the budget appropriately. If the budget review is boycotted only two weeks or less before the budget review, the claims of the opposition party are not reflected at all, and the functions of the National Assembly are not exercised properly. I would like to invite you to reconsider it and actively take part in the budget review.   It is said that national tax revenue rose by 26.6 trillion in September compared to last year. I've done a lot of budgeting, but there hasn’t been no more budget collected before. By the end of November, it is said that it will collect 30 trillion more. The budget of the Republic of Korea is 470 trillion won, and it means that the management of budget is done wrong if 30 trillion won more is      

“예산심사 보이콧하면 야당 주장 반영 안 돼”

 예산 국회가 진행중인데, 어제 두 야당(자유한국당, 바른미래당)의 국회 일정을 보이콧하겠다는 기자회견을 보고 매우 안타깝게 생각했습니다. 국회의 기능 중에 가장 중요한 것이 예산을 잘 심사해서 처리하는 것입니다. 심사기간이 불과 2주 남짓 밖에 남지 않았는데 예산 심사를 보이콧하면, 야당의 주장도 전혀 반영이 안 되고, 국회 본연의 기능도 제대로 발휘되지 못합니다. 다시 한 번 생각하시고, 예산 심사에 적극적으로 임해주시길 촉구합니다.  9월까지 국세 수입이 전년 대비 26조 6천억 더 걷혔다고 합니다. 제가 예산을 많이 다뤄봤는데, 이렇게 예산이 더 걷힌 적이 없습니다. 11월 말까지 하면 30조 가까이 더 걷힌다는 얘기입니다. 우리나라 예산이 470조인데, 30조나 더 걷힌다는 건 예산 편성을 잘못했다는 이야기입니다. 올해까지는 그렇다고 하더라도 내년 예산을 편성할 때는 세수 추계를 정확하게 해서 이 돈이 국민들에게 다 쓰여져야지, 소비를 자꾸 축소시키는 건 확장 정책이 아니고 오히려 축소정책입니다. 더군다나 요즘처럼 경기가 안 좋을 때, 재정 축소정책을 쓴다는 것은 정부의 아주 소극적 기능을 뜻하는 거기 때문에 다시는 정부에서 이런 일이 반복되지 않도록 당에서 철저하게 예산을 추계해서 내년부터는 바로잡도록 해야 합니다. 이 점은 제가 각별하게 챙기겠습니다. 제가 예산을 오래 다뤘는데 이런 사례를 처음 봤습니다. 정책위의장께서 각별하게 챙겨주시길 바랍니다.
