“It is unreasonable that Liberty Korea Party aims to cut the budget bill by 20 trillion”

From this week, the Committee on Budget and Accounts started its operations in earnest. This budget is the first budget the Moon Jae-In Administration organized in earnest. It is a budget that aims to be the embracing country that lives well together, but the increase in the budget compared to the previous year is a little high. So, the opposition party is criticizing the government and claiming to cut the budget by 20 trillion won. However, if the budget bill is cut by 20 trillion won, it means that it will break the budget. There are a lot of worries because there is a long practice that has changed within the range of 3~4 trillion won when reviewing the budget proposal. Fortunately, the first step towards universal welfare began with a 100% child allowance. It is an important transition. Welfare is a fundamental right. It does not give favor. The significance of universal welfare is very important because it guarantees basic rights that everyone should have. Child allowance is one example that reflects this for the first time.

이번 주부터 예산결산위원회가 본격적으로 가동을 시작했다 . 이번 예산안이 문재인 정부가 처음으로 본격적으로 편성한 예산이라 볼 수 있다 . 함께 잘 사는 포용국가를 지향하는 예산인데 전년 대비 예산안 증가 폭이 좀 높다 . 그래서 야당에서 여러 가지 비판도 하고 예산을 20 조를 삭감 한다고 주장하고 나오는데 , 20 조를 삭감 하면 예산안을 무너뜨리겠다는 이야기나 마찬가지다 . 예산안 심사를 하면 보통 3 조 내지 4 조 정도 범위 내에서 증감을 해왔던 오랜 관행이 있는데 터무니없는 예산 삭감을 주장하고 있어서 여러 가지 우려 되는 바가 있다 . 다행스러운 것은 아동수당을 100% 주면서 보편적 복지를 향한 첫 걸음이 시작되었다 . 중요한 전환이다 . 복지는 기본권이다 . 시혜를 주는 것이 아니다 . 모든 사람이 가져야 할 기본권을 보장하는 것이기 때문에 보편적 복지가 가진 의미가 매우 중요하다 . 아동수당이 처음으로 그것을 반영하는 하나의 사례라고 볼 수 있다 .
