"Panmunjom Declaration Ratification Agreement, Not Political but Legal Procedures“

  Maybe tomorrow, the approval of the Panmunjom Declaration will be submitted to the National Assembly after it passes the Cabinet meeting. I would like to make it clear that the Panmunjom Declaration is a legal process, not a political process. According to the Development of Inter-Korean Relations Act, the nation is required to obtain the consent of the National Assembly on matters that cause financial burden to the public. This time, it is planned that the ratification will be submitted together with the estimate expense. It must be well-deliberated and processed at the National Assembly this time. Seventy-two percent of the people are assessing that they should approve the ratification. If President Moon Jae-in visits Pyongyang on September 18, 2018, and holds the inter-Korean summit, it would be a much more trustworthy inter-Korean summit, but some opposition parties are still opposed to it so we will have to persuade and have more conversations with them. Regarding this, there was a military parade for the 70th anniversary of the establishment of the North Korean regime yesterday, and there are views that the ICBM intercontinental ballistic missile did not appear. In the United States, it has been highly appreciated, and various media are highly appreciating this as well. The inter-Korean relations and the U.S.-North Korea relations are gradually developing as they open themselves up a little, and our Party will do its best so that it does not stop or backspring once again.  

"판문점 선언 비준동의, 정치 아닌 법적 절차"

 ■ 이해찬 대표 아마 내일 판문점선언 비준동의안이 국무회의 의결을 거쳐서 국회에 제출될 예정이다 . 판문점선언의 국회 비준 동의는 정치적인 절차가 아니고 법적인 절차라는 점을 분명히 말씀드린다 . 남북관계발전법에 따라서 국가가 국민에게 재정 부담이 발생하는 사안에 대해서는 국회의 동의를 받도록 되어 있다 . 이번 비준동의안에는 비용추계까지 함께 제출될 예정이라고 한다 . 잘 심의해서 이번 국회에서 반드시 처리되어야 한다 .  국민의 72%도 비준동의를 해줘야한다고 평가하고 있다 . 문재인 대통령이 18 일에 평양을 방문하여 남북정상회담을 하는데 이 비준동의안을 가지고 가면 훨씬 더 신뢰 있는 남북정상회담이 될 수 있을 텐데 일부 야당에서는 여전히 반대하고 있어 더 설득하고 대화하도록 하겠다 .

  이와 관련해서 어제 북한 정권 수립 70 주년 열병식이 있었는데 , ICBM 대륙간 탄도미사일이 등장하지 않은 것을 주목하는 견해들이 있다 . 미국에서도 이를 높이 평가했고 각종 언론에서도 이를 높이 평가하고 있다 . 남북관계와 북미관계가 이렇게 조금씩 활로를 열어가면서 발전해가고 있는데 이것이 다시 중단되거나 역진하지 않도록 우리당도 최선을 다해나갈 것이다 .
