“The increase in minimum wage, the conflict between ‘no power’ and ‘no power’ or ‘power’ and ‘no power’ cannot take place"

The minimum wage committee has decided that the minimum wage for next year will be 8,350 won. Unfortunately, business circles, small business owners, and even the labor community are all expressing their dissatisfaction in their own perspectives. I fully understand the pain of industries that are sensitive to minimum wages. This problem, however, can not be solved or should not be solved by pushing it into being a conflict of ‘no power’ and ‘no power’ or ‘power’ and ‘no power.’ The root cause of difficulties for small business owners is that they should clearly see that even if they show the ratio of expenses to sales, they will be unfairly contracted with giant tyranny of large franchises. However, it is enough to appeal to the government because the small wage earners raise the minimum wage even if they can not voice their opinions to large corporations and building owners.

The minimum wage guarantee is a key policy to improve workers' right to live and improve their quality of life that cannot force sacrifice of one side. Therefore, the government should set up a comprehensive system to mobilize all policy measures in a three-dimensional manner to ensure stable minimum wage. In particular, for small business owners who are burdened with the minimum wage increase, the government will have to supplement and refine existing plans and support measures. In addition, in order to raise the earnings of low-wage workers to a certain level, it is necessary not only to rely on the minimum wage but also to take various practical measures such as introducing the labor incentive tax. Democratic Party will do its best to put the treatment of livelihood legislation such as supplementing the card commission system for small business owners and the amendment of the Commercial Building Lease Protection Act on the priority list at the regular session of the National Assembly in September.

"최저임금 인상, '을과 을' '을과 병' 갈등 안돼"

최저임금위원회가 내년도 최저임금을 8,350 원으로 결정하였다 . 안타깝게도 경영계와 소상공인 , 심지어 노동계까지 모두 각자의 입장에서 불만을 표출하고 있다 . 최저임금에 민감한 업종의 고통을 충분히 이해한다 . 그러나 이 문제는 을과 을 , 혹은 을과 병의 갈등으로 몰아가서는 절대 해결할 수도 , 해결 되어서도 안 될 것이다 . 소상공인 어려움의 근본 원인은 매출액 대비 비용 비중을 보더라도 대기업 프랜차이즈의 갑질 횡포와 불공정한 계약 , 그리고 고삐 풀린 높은 상가 임대료라는 점을 분명히 직시해야 할 것이다 . 다만 , 소상공인들께서 대기업과 건물주를 대상으로 자신들의 목소리를 내기 어려운 현실에서 최저임금마저 인상되니 정부에 그 고통을 호소하시는 것이라 충분히 사료된다 .

최저임금 보장은 노동자의 생존권과 삶의 질 향상을 위한 핵심 정책으로 어느 일방의 희생을 강요할 수 없는 것이다 . 따라서 정부는 최저임금을 안정적으로 보장하기 위해 모든 정책수단을 입체적으로 동원하는 총력 체제를 마련해야 할 것이다 . 특히 , 최저임금 인상이 부담스러운 소상공인들을 위해 정부는 기존의 계획과 지원방안을 보다 세밀하게 보완하고 정비해 나가야 할 것이다 . 또한 , 저임금 노동자의 소득을 일정 수준까지 올리기 위해 최저임금에만 의존하지 말고 근로장려세제 도입 등 다양하고도 실질적인 대책도 강구해야 할 것이다 . 더불어민주당은 소상공인들을 위해 카드수수료 제도 보완과 9 월 정기국회에서 상가임대차보호법 개정안 등 민생입법 처리에 최우선적으로 매진할 것이다 .
