“Anyone’s freedom cannot be guaranteed at the expense of someone else’s life and security.”   □ June 22, 2020 (Mon.)□ Venue: Conference Room of the Chairman at the Main Building■ Lee Hae-chan, Chairman of the DPK   Only two weeks are left before the end of the provisional session of the 21st National Assembly that has an obligation to uphold the popular will of the general elections. However, half of the newly elected lawmakers were not able to be sworn in yet. The DPK is currently running six standing committees to rapidly respond to deteriorating inter-Korean relations as well as carry out swift deliberations on extra budget bills. However, other standing committees have not been formed yet, which has made it impossible for the 21st National Assembly to run properly. I would like to apologize to the people of Korea for this situation.

  North Korean defectors living in South Korea have warned that they will send anti-Communist leaflets to the North and, in response, Pyongyang is also threatening to carry out its own leaflet campaigns against South Korea. In the 21st century, a new era characterized by smart technology and reconciliation between North Korea and South Korea, it is behind times for Seoul and Pyongyang to make a threat to stage large-scale propaganda leaflet campaigns and such campaigns will not do any good to each side. Furthermore, sending flyers into the North Korean territory will put at risk the lives of residents living in the border areas and the lives of South Korean soldiers stationed in those areas at a time when the North is threatening to take military action against the South. Anyone’s freedom cannot be guaranteed at the expense of someone else’s life and security. That is the spirit of the Constitution. The government and the police must mobilize every possible means to protect the ordinary citizens and soldiers of South Korea from being placed at risk. The National Assembly will enact related bills to ensure the security of the people of Korea.

  총선 민의를 받들어야하는 21대 개원 임시국회 회기가 불과 2주밖에 남지 않았는데, 아직 의원선서조차 하지 못 한 분들이 절반 가까이 된다. 민주당은 남북관계 악화에 대응하고 신속한 추경 심사를 위해서 여섯 개 상임위를 가동하고 있으나, 아직 다른 상임위원들이 꾸려지지 못해서 정상적인 개원을 하지 못하고 있다. 국민들께 다시 한 번 죄송하다는 말씀을 드린다.

  탈북민단체가 대북전단을 살포하겠다고 하고 있고, 북한도 이에 맞서 대남전단을 뿌리겠다고 공언하고 있다. 21세기 스마트시대, 남북화해협력 추진시대에 70년대에나 있었던 삐라를 서로 살포하겠다고 위협하는 것은 전혀 시대에 맞지 않을 뿐만 아니라 아무에게도 도움이 안 되는 무익하고 위험한 일이다. 더구나 북측이 무력행사를 불사하겠다는 시점에서 대북전단 살포는 접경지역 주민과 국군장병의 생명과 안전을 위협하는 행위다. 그 어떤 자유도 타인의 생명과 안전을 위협에 빠뜨리면서 보장될 수는 없다. 이것이 헌법정신이다. 정부와 경찰은 엄중한 각오로 모든 수단을 동원해서 우리 국민과 국군장병의 안전을 지켜야 한다. 국회 역시 이런 일이 근본적으로 방지될 수 있도록 입법에 나서겠다.
