“We are now confronting a great emergency equivalent to a national crisis.”

While the government is waging a war against the further spread of COVID-19, the livelihoods of independent businesses and ordinary people are severely threatened. Fortunately, a supplementary budget package worth 11.7 trillion won ($9.8 billion), which includes a 3 trillion-won injection ($ 2.3 billion) to support self-employed and lower-income families. Still, compared to the size of the support packages worth 28.4 trillion won ($22 billion) which was executed during the 2008 financial crisis, it cannot be said that the supplementary budget is enough to cope with the outbreak. As Koreans are reducing consumption and eating-out, self-employed businesses in the service industry, including restaurant businesses, as well as those who are involved in relevant businesses have been hit most hard. There are also signs of a financial crisis, including violent fluctuations in stock and exchange markets.

Before the instability of the financial market is transmitted to the foreign exchange market as well as to the real economy, proactive responses are needed including the provision of liquidity and currency swaps agreements. Now we are facing a national crisis. Furthermore, as the COVID-19 is now spreading across the globe and South Korea is an export-driven economy, we need to keep a watchful eye over developments unfolding after the passage of the supplementary budget. If necessary, the government should consider implementing drastic economic countermeasures. The ruling DPK, as the Overcoming National Crisis Committee at the center, will prepare bold and creative measures for the ordinary people’s livelihoods and the economy in order to preemptively respond to an economic crisis, while closely looking at the ongoing situation, home and abroad.

코로나19 사태를 맞아 정부가 방역전쟁을 치르고 있는 동안, 자영업자와 서민들은 생계와의 전쟁을 치르고 있다. 다행히 어제 자영업과 저소득자들을 위한 3조원 등 11조 7천억의 추경이 통과됐다. 그러나 2008년 금융위기 때의 28조 4천억 추경에 비하면 아직도 코로나19 위기상황에 대응하기에는 충분하다고 할 수 없다. 시민들의 외출과 소비가 급격히 줄면서 요식 등 서비스 자영업과 이에 종사하는 서민들의 고통이 가중되고 있다. 아울러 증시 급락과 환율 급등 같이 금융위기의 징후도 있다. 금융시장의 동요가 외환과 실물 위기로 옮겨가기 전에 유동성을 공급하고 통화 스와프 체결 등 선제적으로 대응해야 한다. 지금은 국난에 준하는 국가비상시기다. 더구나 각국에 코로나19가 확산되고 있고, 특히 우리나라는 대외의존도가 높은 만큼, 추경 이후에도 상황을 면밀히 살피면서 보다 특단의 경제대책을 검토할 필요가 있다. 민주당 국난극복위원회를 중심으로 상황을 면밀히 살피면서 경제위기에 선제 대응하도록 과감하고 창의적인 서민경제 대책과 경제대책을 준비하겠다.
