“Termination of GSOMIA depends on Japan’s attitude.”

Last week, in accepting Japan’s request to seek a compromise with regard to Tokyo’s export restriction against Seoul, the government decided to postpone the planned expiry of the General Security of Military Information Agreement (GSOMIA) with Japan and suspend the filing of a complaint with the WTO over Japan’s export curbs. The postponement came after Japan showed a withdrawal from its previous position that its decision to place export curbs against South Korea is one matter and the termination of the bilateral military information sharing pact is another, asking for bilateral talks over the two issues. The government added that the GSOMIA would be terminated at any time unless Japan displays sincere action. It is meaningful that Japan has accepted the conditions Seoul put forth. Japan has contributed to Seoul’s decision to notify the termination of the bilateral information sharing agreement to Japan, and the fate of GSOMIA is up to Japan’s attitude. The government should not rest on its laurels, while keeping a watchful eye in preparation for future developments.

The deadline set by law for determining next year’s budget falls on December 2nd (Monday). The main opposition Liberty Korea Party has defied convention, insisting that the chairman of the budget committee be included in the parliamentary special sub-committee for budgeting, which has led to the crippling budget deliberation process. As head of the ruling party, I am sincerely asking the main opposition party for help dealing with the budget bill within the timetable provided by law.

The time for a review of the revised bill on electoral laws, which is currently pending in the parliamentary judiciary committee, expires tomorrow (Nov. 26). Despite this fact, the LKP’s chairperson and floor leader have all refused to negotiate. Since the registration of preliminary candidates for the general elections will begin on December 17, a revised bill on electoral laws as well as a judicial reform bill need to be handled prior to that date. The ruling DPK is always open to negotiate with the leading opposition LKP over the contents of the proposed bills. I would like to ask for the cooperation of the LKP’s Chairman Hwang Kyo-ahn to proceed with the budget bills and revised laws that have been proposed by the ruling DPK.

지난 주, 정부는 일본 정부의 수출규제에 관한 협의 요청을 받아들여서 지소미아 종료와 WTO 제소를 잠시 정지하고 유예했다. 이번 결정은 일본 정부가 수출규제와 지소미아 중단은 전혀 별개라던 기존 입장에서 후퇴하여 양자를 연관한 협의를 요청해왔으며 일본 정부가 성의를 보이지 않는 경우 언제든지 지소미아를 종료하겠다는 입장에 일본이 양해를 했다는 점에서 큰 의미가 있다. 지소미아 종료 통보의 원인 제공자는 일본이며 일본의 향후 태도에 한국의 입장이 달려있다. 정부는 이번 성과에 만족하지 말고 더 당당하고 철저하게 이후에 임해주기 바란다. 

내년도 예산 법정 처리 시한이 다음 주 월요일로 다가왔다. 자유한국당은 관례를 깨고 예결특위 소소위 구성에 예결위원장을 포함시켜야 한다며 예산심사를 파행시키고 있다. 한국당은 예산안 법정처리 시한을 지킬 수 있도록 협조해 주시기 바란다.

현재 법사위에 계류 중인 선거법 개정안의 심의 마감이 내일이다. 그런데도 한국당은 당대표도 원내대표도 협상을 거부하고 있다. 12월 17일부터 내년 총선 예비후보자 등록이 시작되므로 그때까지는 사법개혁 법안과 함께 선거법이 반드시 처리되어야 한다. 더불어민주당은 언제나 열린 마음으로 법안의 내용을 제1당과 협의할 수 있다는 입장이다. 황교안 대표께서는 민주당이 요청하는 예산안과 법안 처리에 함께해주시기를 다시 한 번 촉구한다.
