[Excerpt from the On-site Executive Council Meeting on the Enhancement of Machine Tools’ Global Competitiveness]  

“The Support Center for Supply and Demand of Machine Tools Should Serve as Field Command to Manage Risks in Case of Economic Provocations from Japan.”   □ September 25, 2019 (Mon.)■ Lee Hae-chan, Chairman of the DPK

  Today, the party’s on-site Executive Council visited the “Support Center for the Supply and Demand of Machine Tools,” a trans-departmental support center that will respond to Japan’s economic provocations. This support center can be viewed as a field office designed to control risky situations in case of possible disruption to the supply chain for component and material products. The DPK’s executive council has visited companies involved in the machine tools industry before, but today, we came to the supply and demand support center to hear opinions regarding the center’s management system.

  Japan has in effect refused talks with South Korea for more than three months since announcing export curbs. Tokyo is now showing its willingness to start dialogue with Seoul. I hope that Japan will show a cooperative attitude in future negotiations to resolve this issue. It is imperative and necessary for our two neighboring countries to promote mutual prosperity through economic cooperation given that the two nations are interdependent in various aspects.

  The ruling DPK will positively support activities that will help Korea achieve economic self-reliance, including improving the R&D capabilities of medium size enterprises, helping companies that have difficulties importing necessary materials find import substitute products, activating venture investments, and establishing mid- and long-term strategies and measures to support the localization of material and component products. In the 2020 budget, R&D spending increased to over 24 billion dollars (24 trillion won). In particular, the budget allocated for R&D for the component and materials industry is expected to increase by one billion dollars or more every year. The ruling DPK will make the utmost efforts to help South Korea become economically independent.

 “소재부품 수급대응지원센터는 일본 경제도발 위기관리를 위한 야전사령부”

  □ 일시 : 2019년 9월 25일(수) 오전 10시□ 장소 : 대한상공회의소 지하2층 중회의실B ■ 이해찬 대표 오늘 현장최고위원회의는 일본의 경제도발에 대응하는 범부처 협력지원단 소재부품 수급 대응지원센터를 찾았다. 소재부품 수급대응 지원센터는 일본의 경제도발로 인해 발생할 수 있는 소재부품 수급의 위기상황을 관리하기 위한 야전사령부라고 할 수 있다. 그동안 기업 현장을 찾았는데 오늘은 지원센터를 찾아 관리체계에 대한 의견을 들으려고 한다. 수출규제 선언 이후 석 달 가까이 사실상 대화를 거부한 일본이 이제나마 대화에 나서려는 뜻을 보이고 있다. 앞으로 진행되는 논의 과정에서 일본이 진지하고 성실하게 임해줄 것을 다시 한 번 촉구한다. 한국과 일본은 서로 필연적으로 함께 할 수밖에 없는 국가관계이며 경제협력을 통한 상호 발전을 유지하는 것이 매우 중요하다.

  중견기업 R&D 역량강화 지원, 수입 애로 국내기업의 대체수입품 발굴지원, 모험적 투자활성화, 소재부품 국산화 과정에서 중장기적인 전략 수립 및 지원제도 등을 만드는데 당에서 적극 지원하겠다. 내년 예산을 편성하면서 R&D 예산이 24조원으로 늘어났다. 부품소재장비를 위한 R&D 예산만도 일 년에 2조원을 추가로 증액을 했다. 이런 예산을 잘 활용해서 자립경제를 만드는 일에 매진하도록 당도 최대한 노력하겠다.
