□ August 21, 2019 (Wed.)□ Venue: Grand Conference Hall at the DuDream Center of Soulbrain□ Lee Hae-Chan, Chairman of the DPK   Today we are at Soulbrain, a Korean manufacturer of hydrogen fluoride, one of the three items on which Japan has imposed exports curbs.   When Japan began to provoke South Korea under the name of export regulations, I was concerned about the possibility that Japan’s move might likely deal a critical blow to Korea’s relevant industries. However, unlike such fears, we have properly and calmly responded to Japan’s provocations. And so, this current situation cannot be considered a crisis.   We should take this as an opportunity to create self-reliance in the materials, parts, and equipment industry of Korea. Korea’s economy is heavily dependent on the semiconductor sector. As such, it is undesirable for Korea to maintain such an industrial structure that is highly susceptible to Japan’s trade moves.   The government and the ruling DPK are in close discussions on the issues regarding flexible work schedules for research and development personnel, environmental regulations, and establishment of a national test bed. In addition, we are working on measures that help keep Korean companies away from a liquidity crisis. In particular, the ruling DPK will double our efforts to take advantage of this opportunity to create a consortium between medium-sized companies and large companies.

  □ 일시 : 2019년 8월 21일(수) 오전 10시 30분□ 장소 : 솔브레인 두드림센터 대회의실■ 이해찬 대표   오늘은 일본이 규제한 세 가지 품목 중에 불화수소를 생산하는 솔브레인에 찾아와서 현장의 목소리를 들으려 한다.   일본이 수출규제라는 이름으로 도발을 했을 때 우리 산업에 큰 타격이 오지 않을까 긴장도 하고 충격을 많이 받았는데, 차분히 잘 대응하고 있어서 위기는 아니다.   이번을 계기로 우리 산업이 소재·부품·장비 분야에서 자립 구조를 만들어야 한다. 우리는 특반도체 분야에 의존하는 비중이 굉장히 크다. 그러나 일본의 결정에 따라 동요하는 구조를 더 이상 지속해서는 안 될 것이다.   R&D 연구 인력에 대한 탄력근로, 환경에 대한 규제, 국가테스트베드 구축 등의 사안들을 정부와 당이 긴밀히 협의하고 있다. 또, 기업들이 자금유동성위기에 빠지지 않도록 대책을 세우고 있다. 특히 중견기업과 수요기업인 대기업 간의 컨소시엄을 이번에 제대로 구축할 수 있는 좋은 계기가 되도록 노력하겠다.
