“Korea’s Economy Is Not in the Worst Situation: Some Positive Signs Were Seen in 4Q Consumer Spending”

Preliminary statistical data shows that despite a variety of economic difficulties, Korea’s per capita national income surpassed 31,000 US dollars last year. In twelve years since 2006 when the nation’s gross national income reached two million dollars per capita, Korea broke the three million-dollar threshold. In addition, Korea’s economy grew at 2.7 percent. These figures indicate that although the nation’s economy does not have the most favorable outlook, it is not headed for the worst. There is another optimistic indicator: In the fourth quarter of 2018 approximately one percent of the total yearly growth was attained and consumer spending also rose. With respect to the increase in private consumption expenditures, all component parts of the increase deserve close analysis, so the DPK will ask the government to examine current growth factors.

The International Monetary Fund (IMF) has forecast that the global economy is likely to grow slowly this year. Some are arguing that the economic growth forecast needs to be revised down. Against this backdrop, we should make every endeavor to bolster the nation’s lackluster economy. As part of such efforts, the ruling party, the government, and the presidential office of Cheongwadae have agreed to increase financial support to 35.2 trillion won in order to stabilize the livelihoods of the public ahead of the Lunar New Year holidays. Furthermore, it is equally important for the DPK, with the Policy Committee at helm, to meticulously and swiftly prepare measures regarding projects exempted from pre-feasibility studies, of which the list is scheduled to be announced in the coming week, as well as those issues related to the early execution of next year’s budget.

  □이해찬 당대표 작년에 경제적으로 여러 어려움이 있었는데 그래도 작년 국민소득이 3 만 천 달러로 잠정 집계됐다 . 2006 년도에 2 만 달러 시대에 진입한 이후에 12 년 만에 3 만 달러를 돌파했다 . 경제성장률도 2.7%를 기록해 , 아주 좋은 것은 아니지만 아주 최악의 상황도 아니다 . 우리가 긍정적으로 볼 것은 4 분기에는 1%정도 성장을 해서 민간소비부분들이 늘어나고 있다는 지표가 나오고 있다 . 민간소비분야가 증가하는 것에 대해서 구성요소를 좀 더 면밀하게 살펴볼 필요가 있어서 정부 측에 민간소비분야의 증가 요인에 대한 분석을 요청하도록 하겠다 .

올해 IMF 가 세계경제 전망치가 높지 않을 것으로 전망하고 있다 . 오히려 하향조정하는 의견을 내고 있어서 우리가 더욱 분발해야 올해 경제를 활성화 시킬 수 있지 않을까 생각이 든다 . 우선 설명절 대책으로 지난번 당정청이 35 조 2 천억에 관련된 규모의 대책을 세웠는데 뿐만 아니라 다음주에 발표 될 예비타당성 면제사업들에 관한 대책과 내년도 예산의 조기집행에 관한 대책을 정책위 중심으로 면밀하게 준비해 신속하고 용의주도하게 대응해 나가는 것이 중요하다 .
