“Former Supreme Court Chief Justice Must Be Held Responsible for His Unconstitutional Crimes”

   □ Lee Hae-chan, Chairman of DPK  Yesterday, January 20 marked the 10thanniversaryoftheYongsanIncident.IfeltmyheartbreakingasIwaswatchingamemorialserviceontelevisionheldatMoranMemorialParkforthevictimsoftheYongsanIncident.InthetragicincidentonJanuary20,2009,atotalofsixpeopledied,includingfivedisplacedtenantswhowereholdingasit-inprotestontherooftopoftheNamildangBuildingintheYongsanDistrictofSeoul,aswellasonepoliceofficer,allasaresultofexcessiveuseofforcebypolicetoquelltheprotest.TheSupremeCourtruledthatthepolice’suseofforcewaslegitimate,therebyallowingthepolicecommandtogetawaywithwhattheyhaddone.However,theprosecutor’sfact-findingcommitteeconcludedinSeptemberlastyearthatthethen-policecommandwasresponsibleforthedeadlyincidentastheyorderedtheforcefulraidbythepoliceSWATteam.Markingthe10thanniversaryofthistragicincident,weshouldimplementproperfact-findingproceduresbyreorganizinganinvestigativecommitteeandextendingitsworkingperiod,aswellasmakefundamentalchangestoexistingurbanredevelopmentschemesthathavecreatedsocialconfrontationsandconflicts.

  Prosecutors on Friday sought an arrest warrant for the former Chief Justice of the Supreme Court Yang Seung-tae on over 40 criminal charges. To strengthen national discipline and order it is necessary to hold Justice Yang accountable for his abuse of judiciary power. An investigation to determine the validity of the arrest warrant for the former chief justice is scheduled to be held as early as tomorrow or the day after tomorrow. This disgraceful incident must not be repeated in the history of the constitutional government of the Republic of Korea. While serving as a supreme court justice in 2011, former Chief Justice Yang Seung-tae ruled that the forceful Yongsan police raid, as ordered by the then-police command, was legitimate. Yang Seung-tae who is now facing more than 40 criminal charges must be brought to justice

  어제가 용산참사 10 주기였다 . 모란공원에서 추도식 하는 것을 텔레비전을 통해 봤는데 정말 가슴이 아팠다 . 2009 년 1 월 20 일 용산구 남일당 건물 옥상에서 농성 중이던 철거민 다섯 분과 경찰 한분 , 총 여섯 분이 강제 진압과정에서 숨지는 참사가 발생했다 . 대법원은 ‘경찰의 진압은 적법했다 ’고 면죄부를 줬지만 , 지난해 9 월 검찰 진상조사위원회에서 ‘용산참사는 무리하게 진압한 당시 경찰 지휘부의 책임이 있다 ’고 밝혔다 . 용산참사 10 주기를 맞아 조사위를 재구성하고 활동기한을 연장해서라도 반드시 진상을 밝히고 대립과 갈등을 조장하는 기존 재개발 방식의 근본적인 개선을 할 필요가 있다 .

  양승태 전 대법원장이 지난 금요일 40 여개의 혐의로 구속영장이 청구됐다 . 반드시 책임을 물어 국가의 기강을 바로 잡아야 한다 . 양승태 전 대법원장의 영장 실질심사가 빠르면 내일이나 모레에 있을 예정이다 . 헌정사에 다시는 있어서는 안 될 일이다 . 양 전 대법원장은 대법관이던 2011 년 용산참사 수뇌부의 행위에 적법 판결을 내려 면죄부를 준 사람이다 . 40 여개에 이르는 범죄혐의를 받고 있는데 재판독립을 훼손한 반헌법적 범죄행위로 반드시 처벌을 받아야 한다 .
