The 14th Opening Statement of the Party’s Supreme Council

  From today, the parliamentary inspection of government offices begins. Of all the functions of the National Assembly, the most important function is the government audit. There is a story in Korean saying that if you keep from spanking, you ruin your child. Since it is the core of democracy to correct checks and balances with one another, it is necessary to objectively and rigorously examine what the government does and does not do, even though we are the ruling party. It is hoped that an audit of the national affairs can be carried out that can be reflected in the public opinion through the audit of the state. Especially, this time, the party delegation made a policy in order to give thanks to the government for the four things of life: livelihood, economy, peace and reform. And the opposition party is very likely to have such ridiculous exaggerations and distortions through the audit. I want you to be very gentle in that regard and point out in an objective way that can be judged by the people correctly.   I was deeply shocked, but the fire at the cattle storage tank in Goyang would have surprised everyone nearby. I saw black smoke soaring and I was worried about how such thing happened. According to the report, sparks on the lawn sprang up and developed into a big fire, but it is necessary to check thoroughly at the standing committee. Good preparation should be done. If there are several storage tanks in the world, it is important to make sure that this does not happen in the future, considering how big the event has become.  There are many concerns, but I am worried about the economy. Actually, when I stop by the store and talk, I say that the economy is hard. The economy is not good because domestic consumption is not that good. It is very regrettable that there is no room for people to spend, so domestic demand can not be returned. However, since the economy is not recovering all at once, we are constantly striving to develop economic policies that can stimulate consumption by increasing income, leading to income generation. We must continuously strive to boost consumption and revitalize domestic demand.   Soon, the Chairman of the Committee for Social and Economic Affairs will be elected, so I will continue to pay attention to the work of creating jobs on the Party Special Committee and the Public-Private Partnership Committee.    

제 14 차 최고위원회의 모두발언   ■ 이해찬 대표 오늘부터 국정감사가 시작된다 . 국회의 여러 가지 기능 중에서 국정감사야말로 가장 중요한 기능이라고 할 수 있다 . 우리나라 말씀 중에 매를 아끼면 자식을 망친다는 이야기가 있다 . 서로 견제와 균형을 바로 잡아나가는 것이 민주주의 핵심이기 때문에 비록 우리가 여당이지만 정부가 잘하는 일과 못하는 일을 객관적으로 냉정히 검토할 필요가 있다 . 국정감사를 통해 민의가 잘 반영될 수 있는 국정감사가 이루어 질 수 있길 바란다 . 특히 이번에는 민생 , 경제 , 평화 , 개혁 이 네 가지를 중심으로 해서 국정감사를 하도록 원내대표단에서 방침을 정했다 . 어느 하나 빠뜨릴 수 없는 주제라고 생각한다 . 민생 , 경제 , 평화 , 개혁 이 네 가지를 중심으로 해서 정부가 그동안 해 왔던 일들을 객관적으로 평가하는 국정감사가 되도록 노력해 주시기 바란다 . 그리고 야당에서는 이번 국정감사를 통해서 터무니없는 과장과 왜곡 , 이런 것들을 할 가능성이 아주 높다 . 그 부분에 대해서도 아주 냉정하게 지적을 해서 올바르게 국민들이 판단 할 수 있는 그런 국정감사가 되기를 바란다 . 저는 큰 충격을 받았는데 , 고양 저유소 유류탱크에서 화재가 나서 인근에 계신 분들이 다 깜짝 놀랐을 것이다 . 저도 검은 연기가 치솟는 것을 보고서 어떻게 이런 일이 발생 했는지 걱정을 많이 했다 . 보도에 의하면 잔디밭에 붙은 불똥이 튀어서 큰 화재로 발전했다고 하는데 이 부분에 대해서도 상임위에서 철저하게 확인할 필요가 있다 . 대비책을 잘 세워야 한다 . 저유소 탱크가 여러 개가 있는데 확산됐더라면 , 얼마나 큰 사건으로 커졌을 지 생각하면 앞으로 이런 일이 발생하지 않도록 만전을 기하는 것이 중요하다 .  여러 가지 우려가 있는데 경제에 대해 걱정들을 많이 한다 . 실제로 저도 가게에 들러서 이야기를 해보면 어렵다는 얘기를 많이 한다 . 내수가 많이 죽어 있어서 경기가 안 좋다 . 국민들이 소비 할 여력이 없어서 내수가 돌아가지 못하는 점이 매우 안타깝다 . 그러나 경제라고 하는 것이 한꺼번에 금방 회복되는 게 아니기 때문에 우리가 꾸준히 노력해서 소득을 늘리고 소득 주도함으로써 소비를 활성화 할 수 있는 경제 정책들을 정부도 입안하고 당도 정책을 더 개발해서 일자리를 만들고 소득을 올려나가는 그래서 소비를 진작시키고 내수를 활성화하는 방향으로 지속적으로 노력해야 한다 .  이제 곧 민생연석회의가 발족하고 오늘 사회경제위원회 위원장이 선출되었으니 당 특별위원회와 민생연석회의를 중심으로 일자리를 만드는 일을 당에서도 지속적으로 관심을 갖고 해나도록 하겠다 .
