존경하는 국민여러분, 그리고 이 자리에 계신 내외신 기자여러분 !
세상이 바뀌고 있습니다. 대한민국이 달라지고 있습니다. 정치개혁과 민생안정에 대한 열망으로 민심이 술렁이고 있습니다. 창당이후 만년 3위에 머물던 우리당의 여론조사 지지율이 전당대회를 계기로 1위에 올랐습니다. 이는 기존의 그 어느 정당과도 차별되는 젊은 개혁지도부가 선출되면서 우리당의 정체성이 제대로 확립된 결과이며, 정치권의 세력교체와 세대교체에 대한 국민의 염원이 그대로 반영된 결과라고 생각합니다.
당의장에 출마하며 저는 몽골기병과도 같은 신속한 기동력으로 민생현장 구석구석을 누비는 현장정당, 민생의 안정과 경제발전에 기여하는 경제정당, 당원이 주인 되는 참여정당을 만들겠다고 말씀드렸습니다.
그 약속을 실현하기 위해 취임 첫날인 1월 12일 민생의 최일선인 남대문 시장을 시작으로 민심의 집결지인 기사식당, 우리 사회 극빈계층이 살고 있는 달동네와 FTA 대책으로 부심중인 농촌지역을 차례로 다녀봤습니다. 뿐만 아니라 또 하나의 민생현장인 온라인(ON-LINE)에서도 우리당 지도부가 차례로 네티즌들을 만나 쓴 소리를 들었습니다.
많은 국민들을 만났습니다. 정말 많은 말씀들을 들었습니다. 칭찬보다는 질책이 많았습니다. 당연한 결과였습니다. 그동안 정치권이 민심에 부응하지 못하고 정쟁에만 머문 참담한 결과였기에 담담히 받아들이고 용서를 구하는 마음으로 민성을 들었습니다.
당신들의 삶 속에 정치는 없으며 각자 알아서 먹고 살뿐 정치권에 대한 기대는 접은 지 오래됐다는 택시 기사님의 말씀에 민생을 책임진 정치인으로서 최소한의 임무마저 방기해 온 듯 해 더욱 부끄러운 마음뿐이었습니다. 이 자리를 빌어 다시 한번 국민여러분께 용서를 구합니다. 아울러 더욱 분발해 확실한 정치개혁과 정당개혁, 국민통합과 민생안정을 이루어내겠습니다.
지금 시기 최고의 지상과제는 정치개혁입니다. 저와 열린우리당은 한나라당과 민주당, 자민련의 신3당야합 체제가 획책하고 있는 정치개악을 저지하기 위해 총매진 하겠습니다. 국민들께 무엇이 개혁이고 무엇이 개악인지, 무엇이 새것이고 무엇이 낡은 것인지 제대로 알려내 심판을 받겠습니다. 그 어떤 어려움과 희생이 따르더라도 굴하지 않고 반드시 정치개혁을 이루어 낼 것입니다. 요즘 네티즌들 사이에선 우리당 새 지도부가 보여주는 역동성 있는 속도전이 화제라고 합니다. 더욱 빠른 속도로 개혁에 매진해 곧 가시적인 성과를 거둘 수 있도록 노력하겠습니다.
국민 여러분, 내외신 기자여러분 !
저는 당의장에 출마하며 우리당 지지율을 반드시 1등으로 끌어 올리고 4,15총선에서 한나라당의 의석수와 우리당의 의석수를 바꾸어 내겠다고 약속한 바 있습니다. 이미 우리당의 지지율은 가파른 상승세를 타고 있습니다. 자만하지 않고 더욱 열심히 낮은 자세로 국민 속으로 달려가겠습니다.
기득권 지키기에 혈안이 되어 있는 반개혁세력의 연합음모를 물리치고 정치개혁을 완수해 4,15 총선에서 국민 여러분의 정당한 평가를 받을까 합니다.
저는 내일 중국을 방문합니다. 세계 최고의 강대한 부국을 꿈꾸며 무서운 속도로 질주하고 있는 중국의 힘을 우리당 지도부와 함께 공유해 국민이 염원하는 민생안정과 경제성장을 위해 우리당이 할 수 있는 일은 무엇인지 그 해답을 찾아보려 합니다. 효율적인 노사안정과 탁월한 국민교육이 급속한 경제발전의 원동력이라는 전문가들의 의견을 좇아 그 현장에서 직접 눈으로 확인해 타산지석으로 삼으려는 것입니다.
오전에 출발해 업무를 본 뒤 오후에 저녁 무렵 도착해 다른 일을 볼 수 있을 만큼 가까운 거리에 위치한 중국은 바야흐로 세계 최대규모의 시장이며 대륙으로 뻗어나가기 위해 반드시 거쳐야 하는 대륙의 관문이기도 합니다. 13억 인구가 하나로 똘똘 뭉쳐 뿜어내는 엄청난 기운에 못지않게 위대한 한강의 기적을 만들어 낸 우리 국민들의 저력 또한 대단한 것이라는 믿음을 가지고 있습니다.
정치만 개혁되면, 더 이상 정치가 경제의 발목만 잡지 않으면, 정치인들만 제대로 뽑으면 반드시 이루어지는 제 2의 경제도약에 우리당이 앞장서겠습니다. 아직도 시대의 흐름에 부응하지 못한 채 혹세무민하고 있는 반개혁세력의 저항을 극복하고 온 국민이 행복해 질 수 있는 그날까지 저와 열린우리당은 사즉생의 각오로 임할 것입니다.
국민여러분의 지속적인 관심과 내외신 기자 여러분들의 아낌없는 질책과 격려를 부탁드립니다.
정치개혁과 더불어 두 번째 지상과제는 일자리 창출입니다. 저는 이 자리를 빌어, 정부가 대대적인 일자리 창출에 솔선수범할 것을 촉구하며, 민생안정과 정치개혁에 야당도 동참해 줄 것을 강력히 요구합니다.
저는 지난 1월 11일 우리당 전당대회에서 당의장에 당선된 후 ‘일자리가 이 시대 최고의 인권’이라는 전제하에 범국민적인 실업극복을 위한 대책기구의 발족을 촉구한 바 있습니다. 경총과 전경련, 민노총과 한노총, 대학총장, 여야 4당대표, 시민사회 대표, 경제부처 각료들이 머리를 맞대고 논의해 민생불안의 주범인 실업극복에 총력을 기울일 것을 제안한 것입니다.
건설일용직 일자리가 로또복권이라는 말이 나올 만큼 우리 시대 취업은 낙타가 바늘구멍을 통과하는 것만큼이나 어려운 게 현실입니다.
저는 낙타가 바늘구멍을 통과하는 것이 어려우면 낙타의 몸을 줄여 바늘구멍을 통과할 것이 아니라 바늘구멍을 크게 늘여 낙타를 통과시키는 게 희망의 실천이라고 생각합니다.
어제 연두기자회견에서 노무현 대통령은 제가 제안한 ‘일자리 창출을 위한 경제지도자 회의’의 빠른 소집을 국민 앞에 천명했습니다. 저는 청와대의 이런 입장을 자연스러운 당정협력의 단초로 받아들이며 앞으로도 꾸준하게 당이 앞장서 민심을 수렴하고 충분한 논의를 거쳐 대안을 마련한 뒤 청와대와 정부부처에 제안하려 합니다.
어제 연두기자회견을 보고 저와 우리당 지도부는 후속대책에 대해 진지하게 논의했습니다. 그러한 결과를 바탕으로 정부와 정치권, 경제단체와 노동계에 일자리 창출을 위한 더욱 구체적인 대안을 제시하려 합니다.
먼저 우리당은 정부가 일자리 창출에 더욱 솔선수범해 줄 것을 촉구합니다. 청년실업은 공공부문부터 행동에 들어가야 합니다. 정부투자기관과 정부 출연 연구기관 등 정부의 공공부문에서부터 먼저 이공계 중심으로 신규채용을 과감하게 늘려야 합니다. 정부는 민간에 투자계획과 고용흡수계획을 촉구하기 전에 먼저 나서 해결하려는 자세를 보여 줘야 합니다.
현재 정부의 청년실업 대책 가운데 의미 있는 정책으로 ‘청년 인턴 및 연수제도’가 있는데 이 또한 현 수준보다 2배 이상으로 확대하는 것이 바람직하다고 생각합니다. 2003년에 5만 명 900억 정도로 시작했는데, 2004년에는 10만 명에 2,000억 정도의 규모로 추진해야 한다고 봅니다.
그리고 더 이상 청년층의 눈높이를 낮추라는 이야기보다는 대기업, 공기업 일자리 이외의 대안이 될 수 있는 ‘좋은 일자리’ 창출에 정부가 앞장 서 주기를 기대합니다.
고용창출 없이 성장하는 기업보다 좋은 일자리를 많이 만들어내는 기업이 좋은 기업입니다. 이들에 대해서는 정부가 적극적으로 지원할 필요가 있습니다. 고용창출 우수기업에 대한 정부의 조세 지원 시스템을 갖출 필요가 있습니다. 청년층 특히 이공계 청년층 채용을 확대하는 기업에 대해서는 특별 지원하는 시스템도 검토해 볼 필요가 있다고 봅니다.
아울러 노동단체와 경제계 또한 정부만 바라보고 있을 것이 아니라 어떠한 형태라도 실업극복과 일자리 창출을 위한 사회적인 합의를 이룩해 낼 것을 촉구합니다. 지금처럼 실업극복에 모든 국민이 총력을 기울여야 할 상황에서는 노사정간에 합의를 이끌어 낼 수 있는 협의기구나 최소한 그에 준하는 대타협이 선행되어 빠른 시간 안에 많은 일자리가 만들어 질 수 있는 대안들이 논의되길 기대합니다.
1983년 호주의 타협이나 1987년 아일랜드의 대타협도 오랜 기간 끈기 있는 국가지도자들의 논의가 선행된 결과라는 것을 상기시킬 필요가 있습니다.
한나라당과 야당에도 제안합니다. 어제 최병렬 대표는 저와의 만남에서 우리당과 제대로 된 민생경쟁을 벌이자고 말했습니다. 저는 그 말이 단순한 인사치레로 끝나서는 안된다는 판단하에 실업극복의 가시적인 성과와 민생에 파란불이 켜질 때까지 모든 정쟁을 중단하는 신사협정을 맺을 것을 제안합니다.
그리고 우리당에 이어 한나라당도 하기 시작한 민생탐방이 단순한 민생현장 방문이벤트로 끝나는 것이 아니라 실질적인 대안제시와 구체적인 실행으로 정쟁에 지친 국민의 민생을 확실하게 챙기는 기회가 되길 바랍니다.
단, 선거를 몇 달 남겨두고 있지 않은 시점에서 반드시 관철시켜야 할 정치개혁법안 통과는 예외로 하되, 그 또한 과거처럼 추악한 정쟁과 기득권 지키기에 급급한 모습으로 국민에게 실망을 줄 것이 아니라 각당의 정치개혁안을 국민들이 꼼꼼하게 비교 판단할 수 있는 기회가 만들어 지길 기대합니다.
최병렬 대표는 정치개혁법과 관련한 저의 일대일 TV 토론을 거부한 바 있습니다. 거부의 명분으로 자신은 노무현 대통령과 먼저 토론하는 것이 먼저라고 했는데 이 자리에서 명확히 해 두고자 합니다.
민생안정과 정치개혁을 위한 논의에 있어 최병렬 대표와 한나라당의 대화상대는 노무현 대통령이 아니라 정동영과 우리당입니다. 그동안 정치가 실종되고 정치혐오증이 극에 달한 것은 여야의 건설적인 논의구조가 상실된 채 청와대만을 상대로 대통령 흔들기에 나서 반사이익만을 챙기려는 한나라당의 책임이 가장 크다는 것임을 기억해 주기 바랍니다.
이제라도 최병렬 대표와 한나라당이 민생회복과 정치개혁에 나서겠다는 약속을 지켜야 합니다. 또한 혁명적으로 정치를 바꾸겠다던 약속도 지켜야 합니다. 그 모든 약속이 허언으로 끝나지 않기를 기대하며 국민 앞에 한점의 부끄러움 없이 나설 수 있는 정치권으로 거듭날 수 있도록 선의의 경쟁을 할 수 있길 바랍니다.
우리당은 국민과 함께 행복해지고자 합니다. 최병렬 대표와 한나라당은 자신만의 행복 지키기에 급급한 모습을 과감히 버리고 국민행복시대에 동참할 것을 강력히 촉구합니다.

Opening Remarks
at the Press Briefing for National and Foreign Media

My esteemed fellow countrymen, distinguished members of the national and foreign media, foreign dignitaries, guests!
The world is changing. The Republic of Korea is changing. Yearning for political reforms and stability for their livelihood, the sentiments of the people are stirring. Since the creation of our party, we have been lagging behind in ranks, mostly in third place. Last Sunday''s National Convention has provided the momentum for changes; the polls are indicating that now we place number one. This is because with the election of a young reform-minded leadership, our party''s identity and color has been finally established. It distinguishes it from any other party in the nation. It is the result that correctly reflects the people''s longing for changes in political power and political generation.
While campaigning for the position of party chairman, I promised to lead this party to become an on-the-scene party, which can promptly hear the voices of the people in every nook and crevice with the swift mobility of a Mongolian horseman. I promised for an economic party, which contributes to the well-being and stability of the livelihood of the people and economic advancement. And I promised to make a participatory party, where the people are the owners of this party.
To fulfill these promises, on the day of my inauguration, January 12, I first chose to visit the Namdaemoon market, the core of the people''s lives. Then I visited the eateries of taxi drivers to hear what the people are saying, the slums where our most deprived dwell, and the rural areas where our farmers are concerned about FTA. Not only this but the party leadership took turns to meet with the people on line, another important site of our livelihood, and we were able to hear some bitter yet frank criticisms.
I have met many people. And yes, I have heard what they had to say. More than praises, there were reprimands. Naturally until now the Korean politics was not able to meet the needs of the people but it has been stuck in political bickering. We take on these reproaches, hoping for forgiveness.
"There is no politics in your lives! We just take care of ourselves. It has been a long time since we had any kind of expectation on Korean politics." These were words said to me by a taxi driver. I felt that as a politician who should have been concerned for the interest of our people I have not been able to fulfill even the least of my obligations. I was ashamed. I take this opportunity to ask once again the forgiveness of our people.
At the same time I would like to vow that I will devote my whole self to realizing political and party reforms, and moreover the stability of the livelihood of our people and the consolidation of our nation.
Our foremost task at the moment is political reforms. Our party, our party members and myself we will exert our all to stop once and for all the political regression that is being schemed by the new 3 opposition collusion, the GNP, the MDP and the ULD. We have the obligation to show to the people what is reform as opposed to political conspiracy, and what is new as opposed to what is old. The people will judge. The political reforms must take place without fail, no matter the obstacles. I will make this happen, no matter the sacrifices. The netizens have already noticed the dynamic speed demonstrated by the new leadership of the party. We will accelerate further our speed to realize true reforms, presenting tangible results.
My distinguished countrymen,
While campaigning for the party chairmanship, I pledged that I would pull up the support rate of our party and reverse the number of seats in the Assembly with that of the GNP in the coming April 15 general election. Already, the support that our party is receiving is on a high rise. But we will not boast. Rather, we will bend down in modesty and walk along with the people.
On April 15 we want to receive a fair judgment. But we must first complete the political reforms and get rid of the conspiring scheme by those who are not only against the reform drive but are panic-stricken to guard their vested interest.
I will be visiting China tomorrow. I want to share along with our party leadership the force projected by China, a country that is dashing forward dreaming to become a wealthy global leader. While there we will try to find some answers what can we do as a party to stabilize the livelihood of our people and to work for further economic advancement? Experts say that the power behind China''s rapid economic growth is its efficient management labor relationship and outstanding national education. We will witness this and learn from it.
China is close enough that one can leave Korea in the morning, take care of business in China and return back to Korea to work in the same afternoon. This country is at the height of becoming the largest market in the world. It is moreover the gateway to a bigger world. However, the potential of the Korean people which created the miracle of the Han River can match the energy emitted by 1.3 billion Chinese people.
If only politics could be reformed; if only politics would stop being the obstacle that blocks our economic growth; if we could only chose the right politicians, our party will take the lead for a second economic leap. Our party and I will fight to the death against those who defy the call for reforms and are deceiving our people. We will fight until our people can be happy.
Together with political reforms, another important task we must fulfill is the creation of jobs. In this regard, I would like to take this opportunity to urge the government to take the lead in creating employment for the people. At the same time, I would like to strongly call upon the opposition to be part of the effort in stabilizing the livelihood of the people and pursuing political reforms.
Upon my election as Chairman of the URI Party at the National Convention, I put forward the proposal of creating a special body to overcome at the national level the problem of unemployment because today, a secure job is our ultimate right. I proposed that we all the Korea Employers Federation (KEF), the Federation of Korean Industries (FKI), the Korean Confederation of Trade Unions, and the Federation of Korean Trade Unions (KCTU and FKTU), the presidents of universities, the representatives of the four political parties, the representatives of the pertinent civic groups, and administrators of the pertinent economic and financial ministries work together to this end.
People say that getting part time work at a construction site, for instance, is like a Lotto lottery. Finding a job has become impossible like a camel going through the eye of a needle. That''s our reality. But I say to you, if a camel cannot fit through the eye of a needle, trying to shrink the camel is not the solution. Rather, we should concentrate in enlarging the eye of the needle so that the camel can go through it. That''s the realization of hope.
In his annual media briefing yesterday, President Roh Moo Hyun promised before the people that he will haste to call the meeting of economic leaders that I had proposed for the creation of jobs. I feel this kind of reaction by the Cheong Wa Dae is a natural first step toward cooperation between party and government. In this sense, the party will continue to take the lead in hearing out the sentiments of the people. With this we will put forward proposals to Cheong Wa Dae and the government ministries after a through discussion within the party.
After viewing the media briefing yesterday, for example, the URI Party leadership and myself have already held in-depth discussions on follow-up measures. Based on these and further studies, we will present concrete proposals to not only the government but also the political sector, economic groups and also the labor sector so that we can all work together in creating more jobs.
Firstly, the URI Party would like to call upon the government to take a stronger lead in creating more jobs. The government must demonstrate that it is ready to take on employment for younger people in the public sector. It must first boldly expand new employment in the public sections including government-invested organizations or government backed research institutes especially for those in the science and engineering fields. The government must first demonstrate that it is willing to take the initiative in solving this problem before demanding the private sector for further investment or absorption of workforce.
A good example of the government''s employment measure for the young is the internship and training system. However, it will be desirable if the number could be expanded twice or over the current level. What started at 50 thousand for 90 billion in 2003, must increase to 100 thousand for 200 billion in 2004. Rather than asking the younger people to lower their expectation, the government should lead the effort to creating good quality work, not just relying on the big corporations and public corporations.
A good company is not a company that grows but without creating jobs, but it is a company that creates jobs. The government must be willing to actively support such companies. It must have a system which will provide tax incentives for companies that excel in creating employment. It must also review the feasibility for a special support system that expands employment of not only young people but also young people with science and engineering backgrounds.
The effort also applies to the labor and economic groups. Rather than just waiting for the government to provide the solutions, I would like to urge them to reach some kind of social consensus to overcome the problem of unemployment and creation of jobs. During such times when the entire focus of the people should be concentrated solely in solving the problem of unemployment, a cooperative body that can pull through an agreement between labor and management or a grand compromise should precede above all. This is the only way by which measures and solutions can be discussed to creating the greatest number of jobs in the shortest period of time.
I would like to remind you of Australia''s compromise in 1983 or Ireland''s grand compromise in 1987. They are results where the discussions of enduring national leaders preceded.
I also take this opportunity to make my proposal to the GNP and the opposition. In our meeting yesterday GNP leader Choi Byong Ryol said to me, let''s work for the livelihood of the people. His words cannot be just mere words, and with this belief, I would like to put forward a gentlemen''s truce to stop the political quarreling until we can see some tangible results in the problem of unemployment and when a green light turns on in the lives of our people. I see that following the URI Party, the GNP has also started to visit the different sites of the people. I sincerely hope that these will not stop at being just one-time political gestures but that they will be opportunities with concrete measures and alternatives to take care of our people who are truly sick and tired of the political backbiting.
One special exception is of course the political reform bill, which must pass through the Assembly with the general elections in just a few months away. I hope that in the process of legislating this bill, each party will be able to provide for the people the chance to compare the respective party drafts of the bill. By all means, we should avoid at all costs disappointing the people by displaying past spitefulness or the ugly sight of being engrossed in guarding one''s vested interest. GNP Chairman Choi has refused my proposal for a television debate to discuss the political reform bill. He did so by saying that he will first have to discuss it with President Roh. I want to make this point clear.
With regards to discussing the stability of the people''s livelihood and political reforms, the only dialogue partner that Chairman Choi should seek is not President Roh, but Chung Dong-young, the Chairman of URI Party. The true sense of politics has been misplaced and the loathing for politics is at its peak. I must remind you that the greatest responsibility lies on the GNP which has been trying to reap the benefits of shaking up the President while the structure for constructive dialogue between the ruling and the opposition parties has been lost.
It is not too late. Chairman Choi and the GNP still have the chance to fulfill their promise to be part of the effort to recover the livelihood of the people and the right political reforms. It must also fulfill the promise it made that it will dramatically change politics. I sincerely hope that they were not empty words. I truly hope that the GNP can indeed compete in good faith so that it can be reborn into a political power that will not be ashamed to stand before the people.
The URI Party wishes to be happy with the people. Chairman Choi and the GNP must throw away the image of being preoccupied by their own happiness. It is time to be part and take part in pursuit for the opening of a new era, that of the people''s happiness.

지금 시기 최고의 지상과제는 정치개혁입니다. 저와 열린우리당은 한나라당과 민주당, 자민련의 신3당야합 체제가 획책하고 있는 정치개악을 저지하기 위해 총매진 하겠습니다. 국민들께 무엇이 개혁이고 무엇이 개악인지, 무엇이 새것이고 무엇이 낡은 것인지 제대로 알려내 심판을 받겠습니다. 그 어떤 어려움과 희생이 따르더라도 굴하지 않고 반드시 정치개혁을 이루어 낼 것입니다. 요즘 네티즌들 사이에선 우리당 새 지도부가 보여주는 역동성 있는 속도전이 화제라고 합니다. 더욱 빠른 속도로 개혁에 매진해 곧 가시적인 성과를 거둘 수 있도록 노력하겠습니다.

저는 당의장에 출마하며 우리당 지지율을 반드시 1등으로 끌어 올리고 4,15총선에서 한나라당의 의석수와 우리당의 의석수를 바꾸어 내겠다고 약속한 바 있습니다. 이미 우리당의 지지율은 가파른 상승세를 타고 있습니다. 자만하지 않고 더욱 열심히 낮은 자세로 국민 속으로 달려가겠습니다.
기득권 지키기에 혈안이 되어 있는 반개혁세력의 연합음모를 물리치고 정치개혁을 완수해 4,15 총선에서 국민 여러분의 정당한 평가를 받을까 합니다.
저는 내일 중국을 방문합니다. 세계 최고의 강대한 부국을 꿈꾸며 무서운 속도로 질주하고 있는 중국의 힘을 우리당 지도부와 함께 공유해 국민이 염원하는 민생안정과 경제성장을 위해 우리당이 할 수 있는 일은 무엇인지 그 해답을 찾아보려 합니다. 효율적인 노사안정과 탁월한 국민교육이 급속한 경제발전의 원동력이라는 전문가들의 의견을 좇아 그 현장에서 직접 눈으로 확인해 타산지석으로 삼으려는 것입니다.
오전에 출발해 업무를 본 뒤 오후에 저녁 무렵 도착해 다른 일을 볼 수 있을 만큼 가까운 거리에 위치한 중국은 바야흐로 세계 최대규모의 시장이며 대륙으로 뻗어나가기 위해 반드시 거쳐야 하는 대륙의 관문이기도 합니다. 13억 인구가 하나로 똘똘 뭉쳐 뿜어내는 엄청난 기운에 못지않게 위대한 한강의 기적을 만들어 낸 우리 국민들의 저력 또한 대단한 것이라는 믿음을 가지고 있습니다.
정치만 개혁되면, 더 이상 정치가 경제의 발목만 잡지 않으면, 정치인들만 제대로 뽑으면 반드시 이루어지는 제 2의 경제도약에 우리당이 앞장서겠습니다. 아직도 시대의 흐름에 부응하지 못한 채 혹세무민하고 있는 반개혁세력의 저항을 극복하고 온 국민이 행복해 질 수 있는 그날까지 저와 열린우리당은 사즉생의 각오로 임할 것입니다.

정치개혁과 더불어 두 번째 지상과제는 일자리 창출입니다. 저는 이 자리를 빌어, 정부가 대대적인 일자리 창출에 솔선수범할 것을 촉구하며, 민생안정과 정치개혁에 야당도 동참해 줄 것을 강력히 요구합니다.
저는 지난 1월 11일 우리당 전당대회에서 당의장에 당선된 후 ‘일자리가 이 시대 최고의 인권’이라는 전제하에 범국민적인 실업극복을 위한 대책기구의 발족을 촉구한 바 있습니다. 경총과 전경련, 민노총과 한노총, 대학총장, 여야 4당대표, 시민사회 대표, 경제부처 각료들이 머리를 맞대고 논의해 민생불안의 주범인 실업극복에 총력을 기울일 것을 제안한 것입니다.
건설일용직 일자리가 로또복권이라는 말이 나올 만큼 우리 시대 취업은 낙타가 바늘구멍을 통과하는 것만큼이나 어려운 게 현실입니다.
저는 낙타가 바늘구멍을 통과하는 것이 어려우면 낙타의 몸을 줄여 바늘구멍을 통과할 것이 아니라 바늘구멍을 크게 늘여 낙타를 통과시키는 게 희망의 실천이라고 생각합니다.
어제 연두기자회견에서 노무현 대통령은 제가 제안한 ‘일자리 창출을 위한 경제지도자 회의’의 빠른 소집을 국민 앞에 천명했습니다. 저는 청와대의 이런 입장을 자연스러운 당정협력의 단초로 받아들이며 앞으로도 꾸준하게 당이 앞장서 민심을 수렴하고 충분한 논의를 거쳐 대안을 마련한 뒤 청와대와 정부부처에 제안하려 합니다.
어제 연두기자회견을 보고 저와 우리당 지도부는 후속대책에 대해 진지하게 논의했습니다. 그러한 결과를 바탕으로 정부와 정치권, 경제단체와 노동계에 일자리 창출을 위한 더욱 구체적인 대안을 제시하려 합니다.
먼저 우리당은 정부가 일자리 창출에 더욱 솔선수범해 줄 것을 촉구합니다. 청년실업은 공공부문부터 행동에 들어가야 합니다. 정부투자기관과 정부 출연 연구기관 등 정부의 공공부문에서부터 먼저 이공계 중심으로 신규채용을 과감하게 늘려야 합니다. 정부는 민간에 투자계획과 고용흡수계획을 촉구하기 전에 먼저 나서 해결하려는 자세를 보여 줘야 합니다.
현재 정부의 청년실업 대책 가운데 의미 있는 정책으로 ‘청년 인턴 및 연수제도’가 있는데 이 또한 현 수준보다 2배 이상으로 확대하는 것이 바람직하다고 생각합니다. 2003년에 5만 명 900억 정도로 시작했는데, 2004년에는 10만 명에 2,000억 정도의 규모로 추진해야 한다고 봅니다.
그리고 더 이상 청년층의 눈높이를 낮추라는 이야기보다는 대기업, 공기업 일자리 이외의 대안이 될 수 있는 ‘좋은 일자리’ 창출에 정부가 앞장 서 주기를 기대합니다.
고용창출 없이 성장하는 기업보다 좋은 일자리를 많이 만들어내는 기업이 좋은 기업입니다. 이들에 대해서는 정부가 적극적으로 지원할 필요가 있습니다. 고용창출 우수기업에 대한 정부의 조세 지원 시스템을 갖출 필요가 있습니다. 청년층 특히 이공계 청년층 채용을 확대하는 기업에 대해서는 특별 지원하는 시스템도 검토해 볼 필요가 있다고 봅니다.
아울러 노동단체와 경제계 또한 정부만 바라보고 있을 것이 아니라 어떠한 형태라도 실업극복과 일자리 창출을 위한 사회적인 합의를 이룩해 낼 것을 촉구합니다. 지금처럼 실업극복에 모든 국민이 총력을 기울여야 할 상황에서는 노사정간에 합의를 이끌어 낼 수 있는 협의기구나 최소한 그에 준하는 대타협이 선행되어 빠른 시간 안에 많은 일자리가 만들어 질 수 있는 대안들이 논의되길 기대합니다.
1983년 호주의 타협이나 1987년 아일랜드의 대타협도 오랜 기간 끈기 있는 국가지도자들의 논의가 선행된 결과라는 것을 상기시킬 필요가 있습니다.
한나라당과 야당에도 제안합니다. 어제 최병렬 대표는 저와의 만남에서 우리당과 제대로 된 민생경쟁을 벌이자고 말했습니다. 저는 그 말이 단순한 인사치레로 끝나서는 안된다는 판단하에 실업극복의 가시적인 성과와 민생에 파란불이 켜질 때까지 모든 정쟁을 중단하는 신사협정을 맺을 것을 제안합니다.
그리고 우리당에 이어 한나라당도 하기 시작한 민생탐방이 단순한 민생현장 방문이벤트로 끝나는 것이 아니라 실질적인 대안제시와 구체적인 실행으로 정쟁에 지친 국민의 민생을 확실하게 챙기는 기회가 되길 바랍니다.
단, 선거를 몇 달 남겨두고 있지 않은 시점에서 반드시 관철시켜야 할 정치개혁법안 통과는 예외로 하되, 그 또한 과거처럼 추악한 정쟁과 기득권 지키기에 급급한 모습으로 국민에게 실망을 줄 것이 아니라 각당의 정치개혁안을 국민들이 꼼꼼하게 비교 판단할 수 있는 기회가 만들어 지길 기대합니다.
최병렬 대표는 정치개혁법과 관련한 저의 일대일 TV 토론을 거부한 바 있습니다. 거부의 명분으로 자신은 노무현 대통령과 먼저 토론하는 것이 먼저라고 했는데 이 자리에서 명확히 해 두고자 합니다.
민생안정과 정치개혁을 위한 논의에 있어 최병렬 대표와 한나라당의 대화상대는 노무현 대통령이 아니라 정동영과 우리당입니다. 그동안 정치가 실종되고 정치혐오증이 극에 달한 것은 여야의 건설적인 논의구조가 상실된 채 청와대만을 상대로 대통령 흔들기에 나서 반사이익만을 챙기려는 한나라당의 책임이 가장 크다는 것임을 기억해 주기 바랍니다.
이제라도 최병렬 대표와 한나라당이 민생회복과 정치개혁에 나서겠다는 약속을 지켜야 합니다. 또한 혁명적으로 정치를 바꾸겠다던 약속도 지켜야 합니다. 그 모든 약속이 허언으로 끝나지 않기를 기대하며 국민 앞에 한점의 부끄러움 없이 나설 수 있는 정치권으로 거듭날 수 있도록 선의의 경쟁을 할 수 있길 바랍니다.
우리당은 국민과 함께 행복해지고자 합니다. 최병렬 대표와 한나라당은 자신만의 행복 지키기에 급급한 모습을 과감히 버리고 국민행복시대에 동참할 것을 강력히 촉구합니다.

Opening Remarks
at the Press Briefing for National and Foreign Media

My esteemed fellow countrymen, distinguished members of the national and foreign media, foreign dignitaries, guests!
The world is changing. The Republic of Korea is changing. Yearning for political reforms and stability for their livelihood, the sentiments of the people are stirring. Since the creation of our party, we have been lagging behind in ranks, mostly in third place. Last Sunday''s National Convention has provided the momentum for changes; the polls are indicating that now we place number one. This is because with the election of a young reform-minded leadership, our party''s identity and color has been finally established. It distinguishes it from any other party in the nation. It is the result that correctly reflects the people''s longing for changes in political power and political generation.
While campaigning for the position of party chairman, I promised to lead this party to become an on-the-scene party, which can promptly hear the voices of the people in every nook and crevice with the swift mobility of a Mongolian horseman. I promised for an economic party, which contributes to the well-being and stability of the livelihood of the people and economic advancement. And I promised to make a participatory party, where the people are the owners of this party.
To fulfill these promises, on the day of my inauguration, January 12, I first chose to visit the Namdaemoon market, the core of the people''s lives. Then I visited the eateries of taxi drivers to hear what the people are saying, the slums where our most deprived dwell, and the rural areas where our farmers are concerned about FTA. Not only this but the party leadership took turns to meet with the people on line, another important site of our livelihood, and we were able to hear some bitter yet frank criticisms.
I have met many people. And yes, I have heard what they had to say. More than praises, there were reprimands. Naturally until now the Korean politics was not able to meet the needs of the people but it has been stuck in political bickering. We take on these reproaches, hoping for forgiveness.
"There is no politics in your lives! We just take care of ourselves. It has been a long time since we had any kind of expectation on Korean politics." These were words said to me by a taxi driver. I felt that as a politician who should have been concerned for the interest of our people I have not been able to fulfill even the least of my obligations. I was ashamed. I take this opportunity to ask once again the forgiveness of our people.
At the same time I would like to vow that I will devote my whole self to realizing political and party reforms, and moreover the stability of the livelihood of our people and the consolidation of our nation.
Our foremost task at the moment is political reforms. Our party, our party members and myself we will exert our all to stop once and for all the political regression that is being schemed by the new 3 opposition collusion, the GNP, the MDP and the ULD. We have the obligation to show to the people what is reform as opposed to political conspiracy, and what is new as opposed to what is old. The people will judge. The political reforms must take place without fail, no matter the obstacles. I will make this happen, no matter the sacrifices. The netizens have already noticed the dynamic speed demonstrated by the new leadership of the party. We will accelerate further our speed to realize true reforms, presenting tangible results.
My distinguished countrymen,
While campaigning for the party chairmanship, I pledged that I would pull up the support rate of our party and reverse the number of seats in the Assembly with that of the GNP in the coming April 15 general election. Already, the support that our party is receiving is on a high rise. But we will not boast. Rather, we will bend down in modesty and walk along with the people.
On April 15 we want to receive a fair judgment. But we must first complete the political reforms and get rid of the conspiring scheme by those who are not only against the reform drive but are panic-stricken to guard their vested interest.
I will be visiting China tomorrow. I want to share along with our party leadership the force projected by China, a country that is dashing forward dreaming to become a wealthy global leader. While there we will try to find some answers what can we do as a party to stabilize the livelihood of our people and to work for further economic advancement? Experts say that the power behind China''s rapid economic growth is its efficient management labor relationship and outstanding national education. We will witness this and learn from it.
China is close enough that one can leave Korea in the morning, take care of business in China and return back to Korea to work in the same afternoon. This country is at the height of becoming the largest market in the world. It is moreover the gateway to a bigger world. However, the potential of the Korean people which created the miracle of the Han River can match the energy emitted by 1.3 billion Chinese people.
If only politics could be reformed; if only politics would stop being the obstacle that blocks our economic growth; if we could only chose the right politicians, our party will take the lead for a second economic leap. Our party and I will fight to the death against those who defy the call for reforms and are deceiving our people. We will fight until our people can be happy.
Together with political reforms, another important task we must fulfill is the creation of jobs. In this regard, I would like to take this opportunity to urge the government to take the lead in creating employment for the people. At the same time, I would like to strongly call upon the opposition to be part of the effort in stabilizing the livelihood of the people and pursuing political reforms.
Upon my election as Chairman of the URI Party at the National Convention, I put forward the proposal of creating a special body to overcome at the national level the problem of unemployment because today, a secure job is our ultimate right. I proposed that we all the Korea Employers Federation (KEF), the Federation of Korean Industries (FKI), the Korean Confederation of Trade Unions, and the Federation of Korean Trade Unions (KCTU and FKTU), the presidents of universities, the representatives of the four political parties, the representatives of the pertinent civic groups, and administrators of the pertinent economic and financial ministries work together to this end.
People say that getting part time work at a construction site, for instance, is like a Lotto lottery. Finding a job has become impossible like a camel going through the eye of a needle. That''s our reality. But I say to you, if a camel cannot fit through the eye of a needle, trying to shrink the camel is not the solution. Rather, we should concentrate in enlarging the eye of the needle so that the camel can go through it. That''s the realization of hope.
In his annual media briefing yesterday, President Roh Moo Hyun promised before the people that he will haste to call the meeting of economic leaders that I had proposed for the creation of jobs. I feel this kind of reaction by the Cheong Wa Dae is a natural first step toward cooperation between party and government. In this sense, the party will continue to take the lead in hearing out the sentiments of the people. With this we will put forward proposals to Cheong Wa Dae and the government ministries after a through discussion within the party.
After viewing the media briefing yesterday, for example, the URI Party leadership and myself have already held in-depth discussions on follow-up measures. Based on these and further studies, we will present concrete proposals to not only the government but also the political sector, economic groups and also the labor sector so that we can all work together in creating more jobs.
Firstly, the URI Party would like to call upon the government to take a stronger lead in creating more jobs. The government must demonstrate that it is ready to take on employment for younger people in the public sector. It must first boldly expand new employment in the public sections including government-invested organizations or government backed research institutes especially for those in the science and engineering fields. The government must first demonstrate that it is willing to take the initiative in solving this problem before demanding the private sector for further investment or absorption of workforce.
A good example of the government''s employment measure for the young is the internship and training system. However, it will be desirable if the number could be expanded twice or over the current level. What started at 50 thousand for 90 billion in 2003, must increase to 100 thousand for 200 billion in 2004. Rather than asking the younger people to lower their expectation, the government should lead the effort to creating good quality work, not just relying on the big corporations and public corporations.
A good company is not a company that grows but without creating jobs, but it is a company that creates jobs. The government must be willing to actively support such companies. It must have a system which will provide tax incentives for companies that excel in creating employment. It must also review the feasibility for a special support system that expands employment of not only young people but also young people with science and engineering backgrounds.
The effort also applies to the labor and economic groups. Rather than just waiting for the government to provide the solutions, I would like to urge them to reach some kind of social consensus to overcome the problem of unemployment and creation of jobs. During such times when the entire focus of the people should be concentrated solely in solving the problem of unemployment, a cooperative body that can pull through an agreement between labor and management or a grand compromise should precede above all. This is the only way by which measures and solutions can be discussed to creating the greatest number of jobs in the shortest period of time.
I would like to remind you of Australia''s compromise in 1983 or Ireland''s grand compromise in 1987. They are results where the discussions of enduring national leaders preceded.
I also take this opportunity to make my proposal to the GNP and the opposition. In our meeting yesterday GNP leader Choi Byong Ryol said to me, let''s work for the livelihood of the people. His words cannot be just mere words, and with this belief, I would like to put forward a gentlemen''s truce to stop the political quarreling until we can see some tangible results in the problem of unemployment and when a green light turns on in the lives of our people. I see that following the URI Party, the GNP has also started to visit the different sites of the people. I sincerely hope that these will not stop at being just one-time political gestures but that they will be opportunities with concrete measures and alternatives to take care of our people who are truly sick and tired of the political backbiting.
One special exception is of course the political reform bill, which must pass through the Assembly with the general elections in just a few months away. I hope that in the process of legislating this bill, each party will be able to provide for the people the chance to compare the respective party drafts of the bill. By all means, we should avoid at all costs disappointing the people by displaying past spitefulness or the ugly sight of being engrossed in guarding one''s vested interest. GNP Chairman Choi has refused my proposal for a television debate to discuss the political reform bill. He did so by saying that he will first have to discuss it with President Roh. I want to make this point clear.
With regards to discussing the stability of the people''s livelihood and political reforms, the only dialogue partner that Chairman Choi should seek is not President Roh, but Chung Dong-young, the Chairman of URI Party. The true sense of politics has been misplaced and the loathing for politics is at its peak. I must remind you that the greatest responsibility lies on the GNP which has been trying to reap the benefits of shaking up the President while the structure for constructive dialogue between the ruling and the opposition parties has been lost.
It is not too late. Chairman Choi and the GNP still have the chance to fulfill their promise to be part of the effort to recover the livelihood of the people and the right political reforms. It must also fulfill the promise it made that it will dramatically change politics. I sincerely hope that they were not empty words. I truly hope that the GNP can indeed compete in good faith so that it can be reborn into a political power that will not be ashamed to stand before the people.
The URI Party wishes to be happy with the people. Chairman Choi and the GNP must throw away the image of being preoccupied by their own happiness. It is time to be part and take part in pursuit for the opening of a new era, that of the people''s happiness.
