The Constitutional Court is expected to deliver a final ruling within a week. We hope this serves as an opportunity to normalize state affairs by putting a stop to the Constitutional violence and state affairs intervention. We have no doubt that the Constitutional Court will come up with a fair and just decision on behalf of our people and our history.

The social havoc created by the ardent Park supporters are getting out of hand as impeachment verdict draws near. They are blatantly threatening to undermine the Constitutional law by clearly expressing their intentions to appeal against the Court’s decision. The political instability and the public concerns are further aggravated by the irresponsible actions of the acting president Hwang Kyo-ahn.

The Constitutional Court must unanimously agree on an impeachment in order to reunite our people and to restore our social stability. With great responsibility on our shoulders, Democratic Party will put all the efforts to finalize the impeachment process until the end.

Suspicions of the National Intelligence Service (NIS) conducting illegal surveillance on the Constitutional Court have been raised. If such claim turns out to be true, it not only challenges our Constitution but is also against the law.

However, the Liberty Korea Party’s stance is what is more than a little perplexing. Against the opposition parties’ demand for National Assembly’s Intelligence Committee investigation into the report, the Liberal Korea Party responded by saying ‘there is no such need as the NIS denied the allegations’ and even went as far to dismiss the report as false information.

From manipulating online comments to illegal monitoring, the ruling Liberty Korea Party and the NIS has been involved in meddling with state affairs throughout Park’s administration. We must thoroughly investigate to lay the bare truth. We must uncover who spied what and reported to whom under whose orders.

Additionally, the NIS should not dismiss doubts and suspicions rightfully raised in the media. If they have nothing to hide, they should comply with the National Assembly’s Intelligence Committee investigation to allay public concerns. We would like to remind the NIS that the revised National Intelligence Service Act has a ten-year statute of limitations and any staff of the NIS who interferes in politics may be prosecuted.

Chinese government’s Terminal High Altitude Area Defense (THAAD) retaliations are taking a toll on our people and our businesses. More worrisome is how China will likely intensify its retaliatory measures as Korea pushes ahead with the timetable for THAAD deployment.

President Park’s decision to deploy THAAD was hastily made and yet the acting President Hwang who has proven to be no different to President Park has been accelerating the deployment timetable, pushing for an early deployment before the presidential election takes place this year.

While all things considered, it should be left to the next administration to make such decision. What bound the acting president to preposterously rush the deployment decision and create such scandal disregarding the diplomatic sensitivity and national interest is beyond us.

Previously, the acting president Hwang, the deputy prime minister for economic affairs Yoo Il-ho, and the Minister of Foreign Affairs, Yun Byung-se all had ruled out the possibility of China’s retaliation. However, as Chinese retaliatory steps against the THAAD deployment grow more apparent, they are manipulating the anti-Chinese sentiment to conceal their incompetence. It is unacceptable for government officials of a country to treat such matters so lightly. Under a well-functioning government, they would all undoubtedly be dismissed.

At a time when the president is suspended from presidency, rushing a decision that can potentially determine the fate of a country is extremely unwise. The THAAD deployment which had been hastily decided without the knowledge of the Minister of National Defense and the Minister of Foreign Affairs should be negotiated and pursued transparently by the next administration in a discreet manner.

North Korea has conducted missile launches. The North continues to threaten peace on the Korean peninsula and the security in the Northeast Asia region. At a time when the international community has been condemning North Korea for the brutal assassination of Kim Jong Nam, we would like to stress that North Korea’s recent show of force will only lead to its further isolation. We strongly urge the North to abandon developing its nuclear weapons and missile programs and promptly open up for dialogues.

이제 일주일 안에 대통령 탄핵심판의 선고가 있을 예정이다. 대한민국을 최악의 상황으로 몰고 갔던 박근혜 대통령의 국정농단과 헌정유린 사태가 마무리되어 국정이 정상화되는 계기가 되기를 바란다. 헌법재판소가 국민과 역사 앞에 떳떳한 결정을 내릴 것이라고 확신한다.

탄핵심판이 임박해지자 친박세력이 벌이는 사회 혼란이 도를 넘어서고 있다. ‘여차하면 불복 하겠다’는 태도로 헌정질서에 노골적인 위협을 가하고 있다. 이를 방치하는 황교안 대행의 무책임한 태도는 국정 불안과 국민 불안을 더욱 가중시키고 있다.

헌법재판소는 선고 이후의 국민 통합과 사회 안정을 위해서라도 만장일치로 탄핵 인용을 해야 한다. 민주당은 마지막까지 무거운 책임감으로 탄핵 완수에 최선의 노력을 다하겠다.

국정원이 헌법재판소를 불법 사찰했다는 의혹이 제기됐다. 이 의혹이 사실이라면 명백한 국헌 문란행위이자 불법행위이다.

그런데 이해할 수 없는 것은 자유당의 태도이다. 자유당은 야당의 정보위 소집 요구에 대해 ‘국정원이 아니라는데 왜 소집하느냐’, 심지어 ‘가짜 뉴스’라고 폄하하고 있다.

박근혜 자유당 정권은 국정원 댓글로 시작해서 국정원 사찰로 끝날 생각인지 묻지 않을 수 없다. 국회 정보위를 열어서 이번 의혹의 진상을 낱낱이 밝혀내야 한다. 누구의 지시로 무엇을 사찰했으며, 누구에게 보고를 했는지 밝혀야 한다.

국정원 역시 언론의 정당한 의혹 제기를 폄하하지 말아야 한다. 스스로 떳떳하다면 오히려 국민 불신을 해소하기 위해서라도 정보위 소집에 응해야 한다. 국정원법 개정으로 국정원 직원의 정치 관여죄는 공소시효가 무려 10년이라는 사실을 상기하기 바란다.

중국 정부의 사드 보복에 애꿎은 우리 국민과 기업만 초토화되고 있다. 문제는 앞으로 사드배치 일정이 구체화될수록 중국의 보복조치도 저강도에서 고강도로 점점 높아질 것이라는 점이다.

박근혜 대통령이 사드 결정을 졸속으로 하더니, 박근혜 대통령의 아바타라고 할 수 있는 황 권한대행 정부는 대선 전에 배치하겠다고 그 추진에 급가속 페달을 밟아왔다.

모든 사정을 감안해서 차기 정부에서 결정하자고 했는데, 도대체 무슨 발목이 잡혔기에 외교적 민감성과 국익을 무시한 채 졸속 추진을 하다가 이런 큰 불상사를 야기하는 것인지 참으로 어이가 없다.

황 대행이나 유일호 경제부총리, 윤병세 외교부장관은 입이라도 맞춘 듯 중국의 보복 가능성은 없다고 일축해왔다. 중국의 보복 조치가 현실화되니까 중국에 대한 국민적 반감을 무기로 자신들의 무능을 감추려하고 있다. 도대체 어느 나라 관료가 남의 나라 일 하듯이 하는지 도무지 납득이 되지 않는다. 정상적인 정부라면 모두 파면감이다.

대통령도 직무정지된 상태에서 국가의 운명을 좌우할 결정을 이렇게 함부로 밀어붙이는 것은 국익에 전혀 도움이 되지 않는다. 국방부장관도, 외교부장관도 모르게 추진됐던 사드 배치는 다음 정권에서 신중하고 투명하게 논의되고 추진돼야한다.

북한의 미사일이 발사됐다. 한반도 평화와 동북아 정세에 전혀 도움이 되지 않는 백해무익한 일을 계속 벌이고 있다. 김정남 피살 사건으로 국제사회의 비난이 고조된 시점에 무력시위를 한 것은 북한의 고립을 더욱 자초시킨다는 점을 강조한다. 북한은 무모한 핵 개발과 미사일 개발을 중단하고 대화의 장으로 조속히 나올 것을 강력히 촉구한다.
