“Today marks the 2nd Anniversary of the inauguration of the 7th popularly elected local autonomous governments.”

  Today marks the 2nd anniversary of the launch of the local governments elected by popular vote in the 7th period. Local governments play a pivotal role in the era of decentralization and balanced national development, and their roles will grow much greater down the road. In particular, the ongoing public health crisis caused by the COVID-19 pandemic has manifested what important roles these local governments are playing in fighting against the outbreak. Over the past five months, we have witnessed that the more swiftly and diligently local governments have responded to the outbreak, the slower the rates of spread are in those areas. The ruling DPK that represents the 14 metropolitan regional governments out of 17 and more than half of the primary local governments has so far committed to expand the autonomy of local governments and balanced national development, and promote the people’s livelihoods and security in regions, by facilitating organic cooperation between the central government and local governments and we will do the same in the future.

  I was able to take part in budget planning meetings with local governments from the very beginning last year, because general elections were not held back then. However, this year’s general elections have forced budget planning and policy consultations to be held beginning from July. I will make the utmost efforts to reflect local governments’ reasonable demands in budget as much as possible. As the 7th popularly elected local governments have already passed the halfway point, local governments at various levels are encouraged to evaluate achievements they have made to date and make improvements to what they lack, thus achieving balanced national development and improving the people’s livelihoods in regions. Such efforts will enable the ruling DPK to win positive results in the upcoming 2022 elections. It is very important for political parties to make results first that voters can acknowledge before asking voters to give support to them. From this week on I will preside over budget planning council conferences. I hope heads of the local governments will join me.  

“민선7기 지방자치제 출범 2주년”

  오늘은 민선7기 지방자치제 출범 2주년이 되는 날이다. 분권과 균형발전 시대에 지방자치단체의 역할이 매우 중요하며 앞으로도 더 중요해질 것이다. 특히 코로나 국난은 지자체의 역할이 얼마나 중요한지를 잘 보여주고 있다. 시·도지사가 기민하게, 성실하게 잘 대응한 지역일수록 확산속도가 느리다는 것을 지난 5개월 동안 우리는 잘 경험했다. 광역자치단체 17개 중에서 14개, 기초자치단체의 절반 이상의 책임을 진 민주당은 중앙과 지역의 유기적인 협력을 통해서 자치 확대와 균형발전, 주민의 안전과 민생을 위해서 일을 해왔고 앞으로도 하겠다. 저는 작년에는 총선이 없었기 때문에 예산편성과정에서부터 지방정부와 예산정책협의회를 쭉 해왔는데, 올해는 부득이하게 7월부터 예산정책협의를 해서 가능한 지방정부의 타당한 요구사항을 예산에 반영할 수 있도록 최대한 노력을 하겠다. 민선7기 지방자치단체가 임기 반환점을 돌았기 때문에 각급 지자체들은 성과를 착실히 정비하고 안착시켜서 지역발전과 주민생활 안정에 노력을 다해주시길 바란다. 이런 노력이 지금부터 이뤄져야 2022년 선거에서도 좋은 평가를 받을 수가 있다. 선거는 당면해서 국민들의 지지를 요구하기보다는, 사전에 충분히 주민들이 공감할 수 있는 성과를 내놓는 것이 매우 중요하다. 이번 주부터 제가 예산정책협의회를 직접 주관하겠다. 자치단체장께서도 함께해주시기 바란다.
