This upcoming weekend marks Lunar New Year’s Day, one of the most celebrated national holidays in Korea. I wish all Koreans warm and happy new year’s holidays.

In consideration of the new year’s holidays, Basic Pension Fund, National Pension Fund, and Child’s Allowance will be implemented earlier than planned on January 23. Owing to the passage of the three Pension Fund acts, the increased amount reflecting inflation will be provided to the recipients. As for Basic Pension Fund, the minimum ceiling of the beneficiaries will be expanded from 20 percent to 40 percent of the lowest income bracket. The Disability Pension will be provided for people at the secondary poor level, and in which housing and education benefits are also included. The ruling DPK is currently discussing with the government the provision of special funding worth 12 trillion 800 billion won and guarantee for small and medium sized enterprises as well as emergency funds to support traditional markets.

The enactment of the prosecution reform bills was completed at the beginning of this year that begun last year. The DPK is planning to put Police reform bills to vote at a plenary session of the National Assembly to be held in February. The focus of the ongoing reform drive lies in the diffusion of powers. Authority will be balanced by dualizing the Police into the national police and local police; the national police then will be divided into the administrative police and investigative police. Bills that allow of the introduction of local police system and establishment of the national investigation headquarters, as well as prevent the intelligence police from inspecting civilians are currently pending at the National Assembly. Therefore, the ruling and opposition parties need to work together to pass these pending bills at plenary sessions of the National Assembly to be held in February.

이번 주말 민족의 대명절인 설 연휴가 시작된다. 국민 모두가 따뜻한 설 연휴 보내시길 기원한다.

기초연금, 국민연금, 아동수당을 설 연휴를 감안해 23일에 조기집행 할 예정이다. 연금3법 통과로 올해는 물가상승률이 반영된 금액을 지급할 수 있게 되었다. 연금 지급 대상자도 기초연금은 소득 하위 20%에서 40%로, 장애인연금도 차상위 계층과 주거·교육급여 수급까지 포함되는 등 올 해부터 확대된다. 중소기업에 12조 8천억 원의 특별자금과 보증을 공급하고 전통시장에도 긴급자금을 지원하도록 정부와 협의를 하고 있다.

작년과 올 초에 검찰개혁 입법이 마무리됐는데 2월 국회에서는 경찰개혁 관련 입법도 추진하도록 하겠다. 개혁의 핵심은 권력분산이다. 국가경찰과 지방경찰로 이원화하고, 국가경찰은 행정경찰과 수사경찰로 분리해 균형을 맞추는 것이다. 국회는 자치경찰제 도입과 국가수사본부 신설, 정보경찰의 민간인 사찰 방지를 위한 법안이 발의되어 있다. 여야가 뜻을 모아 2월 국회에서 통과시켜야 한다.
